Henry Morgenthau’s Office, Early 1936

“Hello sir,” the aide to the treasurer said.

“Hi, Mack you got my reports?”

“Yes, sir. The President and the Chief Staff wants to know if the research projects can be financed up until 1938 for sure. But we’ll have to lower munitions and supplies to the Armed Forces until then. A 125% amount of the needed supplies wil be allocated. All reserves will be sent to depots near major bases.”

“Admiral Standely wants to know if the shipbuilding program is ok to begin?

“Yes, it is. The battleships Washington and North Carolina should be ready by 1938. Also, the industry should be improved on within the year. And money has been acquired for the construction of sea defenses on the Pacific Islands and Colon.”

“Ok, gooday sir. I’ll drive the reports to the White House myself.”

“Hey, Mack thanks. Pick me up some dinner on the way back. It’s getting late.”

William Donovan, leader of the OSS walked into the room. He had something of concern to report. Something of an 'anolomy' was happening in the West. It was Communism spreading to the sea.

"Mr. Craig, sir," Donovan said as saluted Malin Craig with a firm right hand.

"Hello Mr. Donovan please sit," Malin returned the salute and sat down. "Now what has the OSS got for us today?"

"Well, something of quite an amount considering I came here to give the report instead of some wet nosed lackey." Everyone in the room began chuckling and Donovan got down to business. "Now as you know the Spaniards are interlocked in a very bloody civil war. The Nationalists, supposedly Fascists are more democratic then the Republicans. They have increasingly become Communist. And within the Abraham Lincoln Brigade reports include that may be joining the Comintern. So it's in your hands now."

"I'd doubt we would be able to raise more than a division of volunteers which will stay as an independent command," Hap Arnold said.
"I'd recommend economic aid instead that won't happen. So I'd say secret technological support. That is according to the President approval of course," Admiral Standely said.

"I'd say that's an agreeable proposal. Wild Bill, send on the message to Mr. Roosevelt," spoke Malin. "I think he'll be pleased." Bill Donovan left the office while the three officers leaned over the desk which was full of papers. "So, from our reports the Spaniards mass their troops then line up and fight this out like a decisive Napoleonic Battle."

"Obviously not the way to fight a land battle," said Hap Arnold while leaning back in his chair. "They're prolonging the war but it doesn't matter. I think the Nationalists will backstab us sooner or later. They aren't Fascist just because the title sounds good."
