Here's the backstory:

First something positive:
I like the lines of the ship, it's beautiful and follows the look of the Eclipse and the Sovereign, it's really a well designed fan made ship apart from one fatal flaw:
It's just too big. I wouldn't have a problem putting it at around 30 km or something like that, but this is just rediculous.

It's supposed to be a massive long-range mothership for an Imperial invasion of other galaxies. It is roughly comparable to the Yuuzhan Vong Worldships.
100 km max is stretching it for appropriateness. Travel to the nearest spiral galaxies in the vacinity shouldn't take more than six months or so, right? DS could make that. However, they do speak of some bizarre "hyperspace distortion" on the galactic halo's (disk's?) rim that has so far prevented exploration of other galaxies in the novels.
However, IIRC, the Dark Side Sourcebook did say that a lot of the stuff Palpatine had been working on in the Deep Core was intended to help him conquer nearby galaxies once Thrawn had completed the subjugation of the Unknown Regions and it could be fully incorperated into the Empire. Obviously the Rebellion got in the way. So there is some official precedent for this thing, but its still fan uberwank.

All that being said, the look of the ship is fantastic. Better than either the Eclipse or Sovereign. Reduce it to less wankish dimensions, it's a pretty nice fan ship.
