You're given a plot of space - do something about it

Now, I "recently" started writing my magnum opus, or opus magnum, however it is said, and I became quite pleased with it. After a while, with a knowledge of what's going on, what can be done within, a brief history of how a single government came into being (You know, the usual cold war based build up featuring flying battleships and fusion power, tensions between Japan and China, a rising American Empire ect ect), I realised, quite frankly, there's still going to be individual groups around.

Now, I'm a nice guy and I thought, hey, there are people with imaginations on this board, let's have them submit ideas for splinter human groups for the 8th millenium.

So, yeah, go ahead, submit your ideas to me.

Well, it would help if we had more details. Are we talking about small, balkanised countries? What level of technology does this universe of yours have?

Well, if you really want it, you'd be waiting a while. All I'm after is ideas for, well, small independant groups under the domination of a rather large galactic empire made up of Britain and France and Australia. Technology is good. You can cross the galaxy in a few days and melt a planet (not literally).

But all I'm looking for is ideas. Nothing overly impressive, unless you can be bothered.

How about something like the real-world Barbary Pirate states (ie Tunis, Tripoli, Algiers, etc) that were nominally under Ottoman rule but were autonomous and were pretty much bullies (ie. they demanded tribute from everyone who crossed the Med., or else they'd capture their ships and hold them for ransom)?
