COPYRIGHT INFRINGMENT IS NOT THEFT.
It is a very very different thing. You are infringing up thier right to COPY the material, rather than STEALING the material. In the case of theft you are taking thier item and depriving them of it, in copyright infringment you are COPYING it and they still have the original.

there simply isn't enough time to search every person every single day 24/7 to make sure that they aren't packing something that might be against policy. that's what the shakedowns are for, and why they normally don't happen on a regular basis. same thing with p2p. you're not going to catch every single user, but you can catch the ones that are being stupid about it and letting themselves be tracked.

That may be true, but when have you ever heard of a lockdown called for when an anonymous tip gets phoned into the police saying that Tony Vincenzo is going to have cigarettes on him? Did you ever hear of a lockdown before the War on Drugs? I didn't think so.
Ask cops if they're searching for alcohol or drugs when they go rifling through the lockers of students in high school. If they run across a flask, it's probably a surprise. They're looking for drugs, and that's my point. The government has declared a war on the dealers and the users. The dealers get much harsher penalties, but in many states, you are considered to be a dealer by simply possessing a certain minimum amount.
