Vordak spends the next few stretches of free time he has assembling information and forming a report/request that he sends to the Wing commander(or other sympathetic officer if the Wing Commander is a total schmuck), which can be summarised:
In the course of half a dozen major engagements in our current fighters, our fighter complement will be reduced by at least 2/3rds. In the meantime, from 12-20 pilots, depending upon various personnel factors, are going to be inflicting the majority of damage upon the enemy. However, given the current fragility of our fighters, several veterans will be lost at the same time as all of the rookies, while maybe a couple of rookies will achieve the requisite levels of skill to not be butchered like cattle. In addition to this, the rapid advancement of new pilots has presented a security risk, allowing a number of traitorous malcontents to inflict disproportionate harm to Imperial forces.
Equipping the core force of our fighters with shields will immediately increase our forces lethality, and survivability, as Rebel forces have statistically attacked shielded fighter to a greater extent, but not to such an extent as to offset the defensive advantage of a shielded fighter with a skilled pilot. This will distract them from the slaughter of the unshielded fighter component, allowing the rookies to score kills that would otherwise be denied to them.
Long-term, this will ease the strain upon the logistics system, cost less than continually replacing fighters, and if applied on a wide scope, will drastically reduce the viable targets presented to Rebel affiliated Pirates. The reduction in personnel movements will also signifigantly reduce our vulnerability to detection by the Rebel Intelligence apparatus, and severely curtail the opportunities available to traitorous scum.

BTW, what is the actual pilot hierarchy on-board according to flying ability anyway?
