SPANISH troops scheduled to relieve those deployed in Iraq were held up at Zaragoza Airport on Monday due to a political challenge between the new government and the acting PP government. PM José María Aznar ordered the cancellation of the flight to Kuwait as incoming PM José Luis Rodríguez Zapatero would not issue a letter allowing the troops to be relieved. The letter, which Sr Zapatero claimed as 'unnecessary', was faxed to the Moncloa in the evening and troops finally left Zaragoza before midnight. In his letter Sr Zapatero said the acting government 'should decide between its obligation to relieve the troops or order the entire deployment to return from Iraq immediately'. The PSOE continues to state that the troops will return to Spain in June unless the UN organises the peace force.
