Thrawn Defects to the Federation

I'm not saying that he is an engineer or a ship design expert. However, I'm sure you don't get to be a Grand Admiral or even considered a tactical Genius without at least know a little about the offensive and defensive capabilities, performance characteristics, sensory capabilities of the ships you use or under your command. I would hazard to guess that he could at least steer designers and engineers in the right direction as far as upgrades or armaments goes. No, he couldn't design and build an ISD but he should have no problem with assisting technicians with at least major upgrades for the AQ ships.
