The MI5 is a little pissed this story got out, but it seems that, while it was in the early stages and quite an odd planned attack, it does show that a change in tactics may be at hand for al-Qaeda and affiliates.

everyone's aware of their use of planes to bomb buildings with, it's no big surprise that they'd change their tactics unless they were completely stupid. Why try the same attack twice when everyone's ready for the threat for the most part?

It would be scare tactics likely from a group that didn't really know too much about these weapons. The Aum Shin attack in '95 on Tokyo used a poorly refined version of sarin, but it still killed a great many, though was hardly effective (as it could have been).

Osmium tetroxide is four times more expensive than gold, hardly easy to come by and would likely be destroyed if used with a normal explosive device. But it's good they stopped them finding out the other way.
