The squabbling over mining rights was suddenly cut short as a full-size hologram appeared in the middle of the negotiating table. The ambassadors all stare in shock as a man of medium height and build wearing civilian clothes, that still had a somewhat military cut, appeared in the middle of the table. He casts a somewhat amused eye around the table and begins to speak.

"Greetings, honored ambassadors. My name is Faran Tor, a representative of the Krell Combine. Sorry I couldn't be there in person, but I don't have the time to attend EVERY conference of the major political leaders of the sector, now do I?" He smiles at what he considers to be a joke. The rest of the ambassadors have mixed reactions. Some seem to be amused by the informal audacity of the emissary before them. Some seem outraged. Some seem bored. After a moment, Tor continues.

"At any rate, I couldn't afford to miss out on the opportunity to address such a large base of our clientele. We would like to remind our dear freinds" he looks to everyone "that the services of the Krell are available to any of you who would wish to purchase the highest quality military help available. We can provide assistance in any sort of conflict imaginable. Anything from large scale fleet battles to independent subversion missions... even help in settling mining disputes." At this, some of the ambassadors look somewhat uneasy. Although Tor has just arrived, he is obviously aware of what had happened in the meeting, and no one is quite sure how.

Tor continued. "You may be wondering how I am here, seeing as you have obviously closed all holo-channels to this room. Well, it is because of no lack of security on your part. Our scientists have constructed a new type of hologram-communications technology, that requires only a sending unit and no receiving unit. Talk to anyone, anywhere in the galaxy, without the need for a second holo-unit. In a few years, everyone will have one, but I am authorized to sell you and only you this exciting new technology at a special discount. One time offer only. Act soon." He flashes a huge smile to the unimpressed ambassadors.

"Well, I am sure you have plenty to discuss, so for now I take my leave. Enjoy your meal." He casts a somewhat disgusted glance at the food laid out by his feet, then quickly covers it with a smile towards the Arcane ambassador. He then widens his smile to include the entire room, and with an almost mocking salute, vanishes. The ambassadors all enjoy a somewhat stunned silence, then return to the discussion at hand....

"And that assertion flies in the facew of the vast majority of treaties ever signed in the 15 thousand years we have been space-faring. We really wouldnt have a problem if you simply withdrew the military presence or paid the KSE for the use of the territory. The moment you placed military vessels so close to an inhabited syustem you took up an aggressive position, one from which you could easily launch a suprise attack on their colony worlds. In te interests of preserving peace, we wil offer a proposal.

First: The asteroid Belt be shared between your two powers.

Second: Both sides withdraw military ships larger than a destroyer from the system

Third: This is the last territorial demand from a system that has a populated world. From this point on, you will consider the entire system a powers territory, not merely its planets.

Agreed?

"If you excuse me.. someone has a lesson to be learned

And astinius vanished. Only re reappear a few second later with the ear of the Krell ambassador in his hand, attached to the rest of the ambasador

Faran Tor looks around the room, a look of amazement and humiliation on his face.
"I'm sorry if I offended anyone here," he says, obviously backpeddling rapidly. "But I was only authorized by Krell to devliver my message and leave. Cool technology, though, huh?" He gives a weak laugh and looks out across the uninviting room.

"My people have been able to cast spells like that for thousands of years.
But that is not the issue. Your government is full of morons or you are lying, as no givernment would do something that stupid. First, you commited an act of espionage by listening in on a diplomatic conference. That is a crime in the lawbooks of every nation here I am sure, certainly in mine. Then you had the audacity to insult every single ambassador in this room, then leave before we can respond. Very bad form indead

"Actually, Ambassador, it should be noted that it is in fact not a crime with our Giudice to listen in on civil affairs of state, on the grounds that such affairs are an extension of the public's will- a concept I am sure the ivory tower that rules your fair "Nation" finds inconceivable."

"As for the intruder, our information shows that, as a representative of a major power, he has as much right to be here as you do-" And at this, her voice turned pointed- "Though his manners were most certainly lacking. This is hardly a place for a sales pitch, Boundman Faran."

Shelton raised an eyebrow at that. "Whether your government allows your citizens to listen in on all civil affairs of state is irrelevant to whether international diplomatic discussions are public material. This is not a civil affair of state."

Broadcasting information to your people after the fact my dear friend is one matter. However, bugging the chamber is another. As to your attacks on our governmental process, I will remind you that my nation is a republic with democraticaly elected officials.

Oh he has a right to be here. What he does not have a right to do is spy on the conference, send in a hologram that not only breaches security, but insults every ambassador here, then leave without giving time for a response. Well lets be fair, he has a right to do it, but it is a major breac of protocol."

I concur. this IS an international matter. Now my ouster friend.. your nation is in a state of near-anarchy. We have these little things called laws that codify our expectations of how people should act. He just violated our laws in regard to espionage.

Faran Tor looks indignant, and quickly begins to babble a reply, but then his shoulders slump as he drops all his pretense.

"I... am sorry. I am hardly a man of culture, and galactic law is a bit above me. Truth be told, Im not even really an ambassador for the Combine. Im more like the heada salesman. Although in my line of work, I guess that amounts to kind of the same thing. Well, as long as I'm here... Do you mind?" He takes an empty seat by the foot of the table, avoiding the icy stares. He reaches across the table, grabs some leg of gryphon, and, again attempting a smile at the Arcane ambassador, tastes the food.

<<Damn, that didn't go well at all. The Arcane ambassador looks pretty peeved,>> he thinks. Another attempt at a smile. <<Ugh, this really does taste bad. Well, I guess this is an opportunity for some "legal" information gathering. Hmm... I hope I can get a ride home from someone here. This isn't good. Not good at all.>> His stumach grumbles as he takes another bite of the summoned food.

"Boundman Astinius. This station is unshielded, as you proved so spectacularly only seconds ago. Security? Ha! I have no doubt that many other factions are monitoring every word spoken here, through methods both mundane and arcane.

I will not spend precious breath debating with you the freedom of a society in which the leading body is formed entirely of adepts in the arcane."

"And Boundman Shelton- I should point out that our friend, rude as he is, has as much right to hear what is said here as any other representative of a major power. His nation's existence saved millions of lives during the Genocide wars and preserved some modicum of order in his corner of the Earth region- that alone should earn him a place here."

The Monacoran ambassador laughing heartilly walks over to Faran Tor and grasps his hand in a hearty hand-shake.

"You sure know how to make an enterence don't you? Welcome to the known world!"

Faran Tor, glad to have found some people in this room less than hostile, warmly returns the Monocoran's handshake.

"My thanks, Ambassador. I assure you, it was not my intention to offend Afterall, in my trade, you need to have good relations with all, am I right?"

He sits, then leans over towards the Monocoran and whispers:

"So you liked the entrance?"

His smile is back.

"And he has his place here... now. The right to hear what goes on here is up the governments in question. Foe insance, my familiar is writing a play that the bards wil use in the same manner as one of yur news broadcasts. However while he has a right to hear what goes on while he is physically present. A sales pitch to those involved is truley not appropriate. Now that he is here, I welcome him to the conference with open arms"

Astinius flashes a smile to the young salesman while a toad leaps out of his poket, hops out the door, down the hall gets a fresh pen hops back into the room and leaps up onto an unoccupied chair and starts writing again

"Ah! Ambassador, I was unaware that your laws applied in neutral territory. I would be pleased to contact the Elysium cluster and inform them that they should begin casting votes for their choice of next year's crop of master arcanists!"

At that, Aleksandra su Jhalar lowered her eyes momentarily.

"Perhaps I have been overcritical. I know little of earthbound life, and I am an expert among the ranks of the Hajr."

Her voice held no trace of sarcasm,

"Perhaps it suits you to live under a complex codification of laws. Perhaps it is even necessary for those constrained to the paradigm of high-gravity life. I have spoken to harshly. Let us see if an agreement can not be reached between the Krytosians and the Jardanians, and put an end to this bickering."

"Well, if our ambassadors are involved... Espionage cases can be filed. Whether it sticks is up to the courts I suppose.

I have offered a proposal that should resove the current... situation. I could go over it again. It has three major points

First: The asteroid Belt be shared between the Krytosians and the Jardanians.

Second: Both sides withdraw military ships larger than a destroyer from the system

Third: This is the last claim to territory the Jardanians will make within a system that has one or more planets occupied by any other power. A system from local star to through the Oort Cloud is the unit of sovereignty. Not a planet.

Agreed?

"Some matters of state must be kept secret as a matter of course. Not truly civil matters of government; after all, in a republic such as mine the citizens must base their votes off of what they know of the various abilities of those they're voting for and civil voting records and debate transcriptions are a primary source of that.

"But military and international affairs are another matter entirely. If our military strategems were public knowledge, for instance, they would be worthless as anyone could look up our defense plan for Barrier or Pinnacle and know exactly how to counter it. A state must have some secrets or it cannot be effective; this is a simple truth of statecraft."

"I must beg the question then, Boundman Astinius. If a system as a whole is a unit of soveriegnity, I must ask what becomes of the primitive Unbound nomads who even today inhabit the asteroid belts and Oort clouds of many systems coinhabited by earthbound. Their people and ours diverged paths a long time ago, but they are still our cousins, and of some small interest to us."

"I cannot answer for Astinius, but the Unbound, as they call themselves, do not tend to pose such a massive military threat as, say, an armed military mining expedition by another sector power."

"That I suppose is a matter for the individual nations to decide. Though, if they had problems with the floater's presence they would have mentioned it over the last hundred years

Not only that, but there is no military threat posed by nomads. However, there is a military threat posed by a heavily armed mining expidition controlled by a totalitarian military state""
