Yes, but you can expect the Japanese Diet to have lot's of issues with non-military citizens being fucked up like this. Well, Japan didn't capituate and it seems that they said they'd release the hostages after a cleric group negotiated with them. My understanding is that the the PP lost in Spain because of the clumsy way Aznar tried to pin the bombing on the ETA despite massive evidence to the contrary. At least that's what the Spanish guys who post on another forum and a lot of the news reports state.

But seriously it was my impression that this was mainly the case, that the current party in power were trying to put responsibility on a group that was not occasioned to this style and type of attack. Basically, the public realized that they were trying to blame the wrong people and well changed their opinions.
