Shelton chuckled. "We have Floaters residing in one of the asteroid fields at Barrier at the moment, though we don't know when they'll pack up and move on if at all. We've even made accommodation for our miners to leave that field alone and mine the other two that the system has. I assure you, our fleet is just as prepared to defend your cousins while they're in our territory as it is our own citizens."

"No trouble at all; the Barrier system is so named because it has three dense asteroid fields. We could mine that system for a hundred years and never need to infringe on where they are residing."

We have a few small bases in the Oort clouds, and have extended citizenship to the floaters residing there, even setting up a small mage academy so they fcan cast enough cantrips to vote in our elections.

"Well the problem is, we expect them to be able to follow our laws while they are in our territory. If a law affects them they should certainly be able to vote on it. Our magic use requirements exist not only as a test of competance, but also because it is needed for the Consensus spell that we use for voting.
Not many choose to accept our offer. But even if they did they would not be required to set foot on a planet, or even in a alrge gravity well:"

"Voting, espionage... You truly are a funny people, that's for sure. I don't think you should ever come to Gladsheim, even if you knew where it was. And I don't see how this holographic entrance is such a big deal," he bowed slightly to Falan Tor. "My conversation, everything seen, done and felt, is of course observed by Consensus and Datanet. I don't see your problem with this holographic...."

"The first and second terms are accectable, the third one is not. We will not change our laws to suit how you think we should run our empire.""And that assertion flies in the facew of the vast majority of treaties ever signed in the 15 thousand years we have been space-faring. We really wouldnt have a problem if you simply withdrew the military presence or paid the KSE for the use of the territory. The moment you placed military vessels so close to an inhabited syustem you took up an aggressive position, one from which you could easily launch a suprise attack on their colony worlds. In te interests of preserving peace, we wil offer a proposal.
First: The asteroid Belt be shared between your two powers.
Second: Both sides withdraw military ships larger than a destroyer from the system
Third: This is the last territorial demand from a system that has a populated world. From this point on, you will consider the entire system a powers territory, not merely its planets.
Agreed?

"So what next? Will you be laying claim to the asteroids in the Barrier system even though we merely mine those asteroids with the miners living on the fourth planet? How about Joyous Gard's moon? Such a stance is not acceptable to any nation that values its territorial integrity. What if we were to show up in your home system with mining equipment and a battle fleet and assure you that we only wanted the asteroids or some dead planet or other? How would you react?"lazerus wrote:"The first and second terms are accectable, the third one is not. "I have been listening. Obviously, you have not. We do not mine all the asteroids at Barrier, mainly because Floaters are residing in the third field. But that system is our territory. You claim that it is not.
"Further, I was listening well enough to know that you're being horribly inconsistent. You said that if you do not have a settlement on a heavenly body then you cannot lay claim to it; that since the Krytosians did not live on the asteroids, even though they have settlements on seven of the planets and are working on the other two, that the asteroids were not their territory. I reiterate, if one of our powers was to show up in your empire with mining equipment and a battle fleet and assure you that we only wanted the asteroids or some dead planet or other how would you react?"

The problem is, by claiming asteroids and territory in a system with inhabited worlds, ESPECIALLY if your mining vesels have an armed escort, you are compromising the integrity of the system for the other power. It is akin to another nation building a military base next to metropolis.
We will keep having these problems if you do not change your laws to be in line with the rest of the galaxy. and whether you accept the terms of this agreement or not, it WILL be your last territorial demand because the KSE will not tolerate it, nor will any other power.

"We would be somewhat confused, as we have stations or bases on every planet and field within our territory."I reiterate, if one of our powers was to show up in your empire with mining equipment and a battle fleet and assure you that we only wanted the asteroids or some dead planet or other how would you react?"

yes, but what of other systems? We will have to make this same compromise on dozens of different worlds, and that will weaken the military strength of any power in the system. Leaving them ripe for invasion. I am not stupid, this compromise IS one-time only. It is our attemtp to avoid a war, but if you keep annexing territory within another governments systems, we will know your intentions.
By the way, I notice an inconsistency. You claimed your space is your teritory, meaning you have sovereignty over it... but yet you refuse to recognize the space of a system as the territory of another power.
Very well.
How yould you react if someone jumped into your space with a battlefleet and started setting up a battlestation?

"In due fairness, we would give them a chance to withdraw before sending them to their god. And very well, we can compromise this one time only."

So you do intend to annex territory within another power's systems. Very well. If such is your intention. I also make note of the fact that you are a very hypocritical power.
Keep in mind that if you do so in our systems, it is an act of war.

"Every government is in one way or another, we just don't bother concealing that fact."So you do intend to annex territory within another power's systems. Very well. If such is your intention. I also make note of the fact that you are a very hypocritical power.
"Noted. So, this issue has come to a close? If not a wholely satisfactory one."Keep in mind that if you do so in our systems, it is an act of war.

Your refusal to recognized the sovereign power of other states while threatening death to those that do the same thing makes us think otherwise.
If I may be frank, in the 20th century on earth, a man called Hitler did the exact same thing you are doing. ANd again if I may be frank, if it looks like a nazi, talks like a nazi, and acts like a nazi. Chances are, it is a nazi.
