Your mode of Imperialism
You are the Galactic Emperor, the Rebel Alliance is dust, and an Imperial patrol discovers a wormhole to the Milky Way, TNG-era.
Your options are as follows:
1. Hand the admiralty Wong's invasion plan and tell them, "Make it happen."
2. Through the use of superior Imperial tech, and the immensly powerful Imperial economy, subvert the powers of the Milky Way without conquering them outright.
Things to consider before choosing:
--Conquest is generally an extension or a means of imperialism, which is primarily about increasing your country's wealth and the Imperial has the power to do this without having to invade the Milky Way.
--You'd rather like to keep your public opinion at home high, to avoid starting a fresh rebellion.
--War is expensive.
--It is entirely possible to slowly replace the native government's with your own people so you pretty much rule it, even if their flag is still the one that's flying.
--With the exception of the Ferengi, most of the governments we see will be rather hard (though not impossible) to subvert with just the use of Imperial credits, given that they're usually not exactly democratic and the Feds are communist.
--If the Borg overrun everything, you'll have to wipe them out, and the Milky Way becomes just raw resources. It will naturally be easier to set up defenses in the Milky Way (or even Pre-Empt them) if you're the offical ruler of the area.
For this scenario, we'll say that the entrances to the wormhole are wherever you want them, so long as both ends are close enough to their respective galaxies that a warp ship could make it from the Milky Way to the Star War galaxy so long as its base is reasonably close to the Milky Way end. (i.e. if you put it in the Delta Quadrant, I wouldn't expect the Cardies to be able to make the trip but the Borg must be able to do it.)
And please, if you'd do something other than the two options I stated (i.e. "I'd BDZ all the Klingons to hell, conquer the Feds, but leave the Romulans more or less alone."), feel free to express your plans.

I'd BDZ all the Klingons to hell, conquer the Feds, but leave the Romulans more or less alone!
But seriously, I would only smash the more aggressive AQ powers (roms, klings) as needed until my overwhelming imperial might, and assurance of defence against the Borg, convinced the Milky Way governments into meeting my economic demands. (Clones, clones, clones and replicators. They can keep their androids.)
Then I use the tremendous industrial base of clones and as many conscripts/volunteers as possible and bring them to imperial space or an AQ planet set up for imperial technology construction. They can build and man an enormous fleet (for ST) and demonstrate the might of the empire throughout the rest of the galaxy and the GFFA.
Then I'd have Starfleet engineers open up a wormhole to the Battlestar Galactica galaxy and conquer that.

Establish peaceful relations with AQ powers, but withhold the true measure of my superiority, and the location of the wormhole if possible(chart all approaches to appear as if the wormhole is about 30K light years above the Galactic disk, complete with very obvious built up presence). Offer military protection to any government that joins. Ruthlessly smash any government that takes the bait and attacks the carefully crafted 'civilian' projects that I send through, adding them to my realm. Engineer it so it becomes economically untenable to not submit.
First, as Palpatine, I'm not going anywhere outside my galaxy until the rest of my superweapons are done.
Wormhole Location:
Gamma Qaudrant
Pre-Invasion
Step 1-
Fortify the Wormhole. 2 Sector Fleets and planetary defenses equal to Coruscant should be nice.
Step 1 1/2-
Launch a massive invasion of the Gree Enclave, and capture Hypergates. Hopefully I can reproduce them. Having a 'Stargate' network capable of letting Star Destroyer jump across the galaxy in seconds would be useful. Especially if that fast across the galactic void (please note: This is a would be nice, and not part of my long term plan)
Step 2-
Low Key mapping.
This will be accomplished by hyperdrive equipped Starfighters/Patrol Craft, such as Tie Scouts, Skipray Blastboats, Starwing Assault Gunboats, and smaller Corellian craft like the YT-series frieghter with proper modificiations.
Equip all ships with 'Tie Phantom' style cloaking devices.
Step 3-
Massive build up. I mean massive. In secret.
Once I have World Devestator technology, this is accomplished easily.
I envision this
Several cloning facilities the size of Cloud City set up. Cloud City itself could hold 2 - 3 MILLION citizens. (Reference: Star Wars D20 RPG) and that's with the huge open areas and mining stuff we saw in Jedi Outcast.
I'm sure that it could produce millions of clones.
Several shipyards built in secret. Once World Devestators are operational, this would be several useless, out of the way star systems with nothing special to offer. I'd move the cloning facilities there. First I build supply ships, then military ships.
Step 4- Superweapon Resurrection
I resurrect the following (without Rebel interference no less)
the Darktrooper Project
The Ion Ring Ship
Death Hunter Project
shitloads of Biological weapons
Tie Defenders
Missile Boats
Magpulse Weapons
Step 5- Final touches
Start arming my forces with Qauntum Armor
Finsh the various weapons projects that were apparently in there infancy during the battle of Endor
i.e
the Eclipse and Sovereign Class Star Destroyers
Metal-Crystal Phase Shift Weapons (okay, so they are a KJA weapon, get over it)
Magnetic Pulse Cannons

Hack into every Space-Powers communication networks, and invite them to watch what I plan to do in (countdown) days, and give them the proper spacial co-ordinates, using one of there major population centers as the 0,0 co-ordinates.

Completely and throughly curb stomp the Borg (the major Star Wars power). Nothing help back. Turn the Borg collective and it's space into a massive graveyard. Hunt down every Cube, Sphere, and Drone. Entech them all if possible, BDZ them to hell if need be. Use all weapons at my disposal, including the Sun Crusher. Let a Borg fleet engage a small task force and curb stomp that 'live on Imperial Pay Per view'. Send 5 Eclipse Star Destroyers with Fighters to turn Unimatrix 1 and the various Transwarp hubs into scrap.
Then send in World Devestators to recycle it all.
Step 3-
Take over ALL communication in the galaxy, and happily broadcast my turning the Borg into spare parts, and in no uncertain terms state
"My forces are still looking for a challenge. Surrender your military and government to me or I'll send them looking for you. Expect an envoy in" and then give dates for the powers.
Step 4-
Send the Envoys, along with a Sector fleet, to the capital worlds. Any that get ancy, well, I can always recolonize those worlds with clones later....

The technological gap between the two is so rediculously huge that option 2 is actualy not only quicker but easier and perhaps cheaper than a long term absorbtion of the Milky Way.2. I would, in secret of course, build of a good amount of Galaxy Guns hidden at Byss. These beauties of death would be used to launch an attack on the AQ and BQ.Trogdor wrote:2. Step 1-Use a good-sized fleet to protect my side of the wormhole and launch a massive scouting mission throughout their entire galaxy. After I have received the locations of all major species' home worlds, I would then prepare for long range bombardment along with a small diplomatic party heading to all of the major planets in the AQ and BQ.
Step 2-Part 1:After 4 Galaxy Guns are created I would ready them for their attack on the Federation, Klingon Empire, and the Romulan Star Empire, along with some other powers.
Part 2:Diplomatic envoys would be arriving on the Klingon, Federation, and Romulan home world to give them one chance to surrender and be integrated into the Empire.
Step 3-Grant the worlds that have surrendered to the Empire a pardon from the coming massacre and reinforce their worlds. To all of those Empire who refused my gracious offer, I would launch a Galaxy Gun missile against all of their capital and major planets. If they have yet to surrender to my forces, I would use World Devastators to massacre millions more until they are dead or ready to surrender. Through all of this, I would have no Imperial ship in the Milky Way galaxy except for the World Devastators, which may be needed.
Step 4-After surrenders and treaties are finished in the AQ and BQ, I would move in thousands of ships and millions of troops. The two quadrants would become stellar fortresses. All these preparations would come in the wake of a massive attack against the GQ and all who oppose us in the quadrant.
Step 5-Leaving the DQ alone, I try and boost colonization in the Milky Way galaxy using Imperial colonists. My economy will be growing stronger while I spread AQ technology to my own galaxy i.e. transporters. The DQ would be left alone for a while as I build my economy and public status in this galaxy and my own.
Step 6-Let Imperial technology, i.e. medical, industrial, ECT (except for weapons, help the civilizations become more advanced off of these technologies. After a year or two, the Milky Way galaxy should be ready to fully except my rule over them. I would take care of the DQ in much of the same manner I dealt with the other quadrants, except for the diplomacy with the Borg. All who refuse will meet the shiny Imperial Fleet. The galaxy would be succumbed by a mixture of diplomacy and military force. LONG LIVE THE EMPIRE!!!

You don't if you don't want to, economic expanison would be cheaper and less damaging to the public's opinion of you than outright conquest. I'd go with option 2. It's gives the Imperial Intelligence Agencies a chance to show their stuff. Why should the military have all the fun.

Given the Feds history of shady actions and dealings for advanced technology, it shouldn't be too hard to win them over. Help any pro-Imperial groups in the Fed Council and Starfleet. Once the Feds are willing ally of the Empire, the other major powers in the AQ and BQ should fall into line. Those that don't will find out just what Starfleet can do when it has a backbone.

Hmm, the Galactic Empire has a much larger manufacturing capability and cheaper costs of production/resources.

I'd do it the same way he took over the Old Republic, the smart way. Invasion fleets are expensive and occupation forces are manpower intensive, so lets use some trickery.
Stage One:
Open diplomatic and trade relations with the major powers, keep it low key though and take your time, let them feel safe and secure.
Stage Two:
Begin covertly recruiting people in positions of power in the various star nations, use cutouts lots of them. At first keep it simple, use them mainly for small things.
Stage Two:
Maintain the Empire as a neutral non involved power, friendly to all but allied with none.
Stage Three:
Begin using your cutouts to undermine the relationships between the major powers, maybe use some covert ops personel to fake some border conflicts.
Stage Four:
Start a war between two of the powers. Covertly aid the losing side to make it stretch on.
Stage Five:
Expand the war to include more nations, make it big and ugly. Total war between all sides.
Stage Six:
When the war is beginning to wind down due to the sheer amounts of death and destruction. Send in another power from the Delta and Gamma quadrants to attack everyone, (most likely the dominion, with covert add from you, once again with many levels of cutouts)
Stage Seven:
Let that war go on for awhile, then move in as the savior of the alpha quadrant. Use your patsies to start a movement for annexation within the alpha quad powers.
Stage Eight:
Accept the request far annexation. Declare war on this third power and crush them. Then take out the Borg.
Stage Nine:
Begin a slow expansion into the remaining space through colonization and diplomacy. Make use of your newfound hero status.
Stage Ten:
Declare the Inter-Galactic Imperium.
Stage One:

When the war is beginning to wind down due to the sheer amounts of death and destruction. Send in another power from the Delta and Gamma quadrants to attack everyone, (most likely the dominion, with covert add from you, once again with many levels of cutouts)
Stage Seven:
Let that war go on for awhile, then move in as the savior of the alpha quadrant. Use your patsies to start a movement for annexation within the alpha quad powers.
Stage Eight:
Accept the request far annexation. Declare war on this third power and crush them. Then take out the Borg.
Stage Nine:
Begin a slow expansion into the remaining space through colonization and diplomacy. Make use of your newfound hero status.
Stage Ten:
Declare the Inter-Galactic Imperium.
