The question then becomes does he have enough influence to get the KPA to actually launch the nukes?

I think that would depend on the loyalty of his generals.
Most dictatorships rules by fear and violence. That means that people serves not out of a sense of loyalty but selfservice.
IIRC Kim Jong Ill is loved by his people but is this the same in the higher echelons of power ?

And I wonder if they are ignorant enough to not see the consequence of deploying nukes.

North Korea was pulling this shit long before George Bush was even President. Fuck, they took advantage of the goodwill extented to them by Bill Clinton and Jimmy Carter and used the reactor technology given to them under the UN approved plan (which forbade them from using the tech to make nuclear weapons) to immediately begin producing weapons grade plutonium.
