The Outrider pulled out of the Republic system with a Nastarian ambassador and his staff onboard. The ambassador had also brought a small marine detachment. Already the Outriders own marines were giving the Republic's marines the eye. But it was a fairly subdued thing.
A Captain Proudmoore was fairly proud of himself has he considered what he had done. The crew was fairly jubilent as well,seeing as they would be returning early and with contact with another Terran borne culture. Promation and awards were sure to follow.

The fleet had the virus totally removed within the next few minutes, but they now faced the Outster fleet, still in poistion, blocking the fleet's path to safety. Thauglor had decided to keep the fleet cloaked in hopes that the Outsters wouldt detect them.

Excellent. We have managed to defuse the crisis so offensive operations are unlikely at this point. However we believe it prudent to still plan as if they were at this point. Troops for a possible operation and for on going training would be appreciated.
Also, if it could be arranged to have your naval staff meet with us to asses your needs, it would expedite the naval build up process greatly.

Several wormholes opened in the system and a small fleet of ships flew out of them, led by the Battle Carrier Verdandi and accompanied by 3 attack carriers, 5 Battle cruisers, 30 Fast Destroyers and 10 escort frigates.

The alien vessels were a strange addendum to the conflict. Already, the combat had finished- a mere dozen JArdanian frigates remained, forlornly combing the cloud of wreckage which was once the Jardanian command Superdreadnought.
The Ouster vessels turned from the pathetic sight. Already, they were re-deploying into a wall of battle, facing the unexpected alien craft. A message rang out over radio.

He was about to order the shields to be raised when the message came in, he was relieved to say the least, he wasn't interested in picking a fight with an entire battle group. He ordered the comms. officer to give a standard response, welcoming the ships into the system, and also ordered a message sent to the other ships, informing them that there was no need to worry about the battle group that just jumped into the system.

Ouster Occupation Zone, Rimwards border of Known Space
The second wave was coming.
Four months ago, the Hajr vessels had struck Hudson and her sister worlds like a hammer-blow, arriving from across the void's gulf, from beyond the edge of human habitation. Hudson was the local trade hub- her small fleet of warships protected trading vessels as they ferried supplies to and from the border worlds. They were expected to fight pirates and raiders- not the massive black Cataphractoi of the Hajr.
Their fight had been as brief as it was spirited- A halo of wreckage orbited Hudson. At night, her two billion inhabitants could see spectacular meteor showers as peices of debris burned in the atmosphere.
Since then, the implacable foreigners had patrolled the streets. Shapes in matte grey armor, riding in silent, heavily armored APCs and tanks, were seen. Now, most of the planet's civil law enforcement had been put back to work under the invader's supervision. It soon became clear that these people had little interest in Hudson, beyond as a source of resources. Now, the trading vessels ferried their goods to the orbiting habitats, where Ouster transports waited to carry them off to the fledgeling Clusters in the system's asteroid belt and around Hudson's L points.
The second wave had arrived- First as a trickle of starships, many simple affairs carved from asteroids, jury-rigged with stasis units and Kincaid devices, and later a flood of craft, many dozens of kilometers in length. The Hajr's success reached back to the Elysium sector, and now the region's exploding populace was releiving itself, moving into the greener pastures under the Hajr's protection.
At Hudson's L5 point hung the largest of the new Clusters- Eketrina. Already, a half-billion Ousters patrolled her hallways, warrens, and spindle-shaped galleries. Eketrina had started as a military cluster strapped on to the 2cnd War Cluster's Fleet Tender, the Bounty of the Stars. When she had moved on to take part in the Jormungandr Sphere campaign, she had left her baggage behind- Dozens of zero-G foundries, refineries, food factories, and shipyards. Now, Eketrina was the Hajr's primary installation in the Hudson region. Ouster colonists were setting up shop, dragging new asteroids in from the system's edge. The new asteroids were hollowed out, their ore refined, and then converted into new habitats, their insides filled with warrens and tunnels. Like a great organic thing, the Cluster was growing.
Among the tangled mess of her civilian sectors, the Hajr fortresses stood out- banks of guns and torpedo tubes protruded from a half-dozen fortified structures moored a couple of thousand kilometers from the main Cluster. Here, a vast framework was forming, and within it, the keel for a fourth Fleet Tender had been laid. She would form the nucleous of the Hajr's 4th War Cluster. Already, the vessels she would one day support and lead were under construction in yards springing up across the Hudson sector.

Under the policy of Benevolent Neglect, the new government did little but protect the Life Liberty and Property of the populace. As well as maintaining public facilities like roads and schools.
The people were esentially left to their own devices the government consisting of a school system, police, and a court system. They were self-governing, within reasonable limits(no theocracy was allowed to take root) the only caveat being that they could not vote in Empire wide elections unles they had arcane casting ability, or psionic power.
The level of economic freedom allowed business to skyrocket. The economy grew by leaps and bounds and the planet was quickly at a level exeeding its place before the war as far as standard of living was concerned. The mage-blades patrolling the streets provided the security to enjoy their new freedoms, and thre Empire was welcomed as a liberator rather than an enemy to be defeated, even after the spells of suggestion wore off.

Boundwoman Risha su Miitgar moved quietly down the street. She stopped by the back door to the bar, and knocked out an intricate pattern. The door slid open.
Inside were a half-dozen men and women. All looked like ethnic Ix'agalers, and most of them were.
"Friends. I come bearing good news."
"It is done, then? We will have what we need to drive the invaders from our world?"
"Indeed."
She gave a signal. Minutes later, two more women arrived. They carried with them a heavy crate.
"The infidels are foolish. They rely on their clever psionisists to provide security, and realise not that some have methods of escaping detection. Their.... liberal methods leave their borders weak. We have found ways to smuggle in what we need. Observe."
The crate was levered open. Inside were a variety of firearms- Krell and Jardanian SMGs and PDWs, combat electronics, nightsight gear, and a large block of explosive. The gear was quite generic. It could be purchased on a hundred worlds from any of dozens of minor powers.
"Arrangements are being made to get similar packages to the other cells. Together, we will push the infidels back to the stars from whence they came!"
That night, the first suicide bomb went off.

The crate was levered open. Inside were a variety of firearms- Krell and Jardanian SMGs and PDWs, combat electronics, nightsight gear, and a large block of explosive. The gear was quite generic. It could be purchased on a hundred worlds from any of dozens of minor powers.
"Arrangements are being made to get similar packages to the other cells. Together, we will push the infidels back to the stars from whence they came!"
That night, the first suicide bomb went off.

The explosion rocked a city block. The damage was minimal, but enought to bring in the mage-blades who quickly arrived with the attache' to the provisional governer.
"Terrorists my lord"
"*sigh* it doesnt amtter how well we treat them... there will always be loons"
"Tighten security checkpoints. Let no bit of cargo coming in-world go uninspected. Technological weapons are to be enchanted with tracking spells. Oh, and bring in the Gargoyles... we will be able to use them to track any suspicious activities."
Within seconds, gargoyles had been summoned. One of them caught the scent of the bomber off of one of the dangly bits and the rest of them tracked down where he had been in the last few days.
Mages poured into the scrying chambers, using Empathy spells over wide areas to detect the general emotional disposition of the populace.
Neighborhoods wee canvaced by Dragonian troops, as Gnomish forensic scientists combed the bombs site for evidence.
Arrests were made... and the resulting interrogations revealed usefull information...

A roar rose from the crowd. The slight man had raised his podium in the public square only minutes ago, and the area was already packed. His voice was full of fire, strong and patronizing. He wore the robes of a country priest, and his face was lined but handsome. His hands gesticulated wildly as he whipped the milling mass of humanity into a frenzy.
"Thank God you have the strength, fellow holders of the Covenant, to protect your faith from their devious tools. Know, friends, that the warlocks off the Empire consort with demons for their power. Know that they then use this power to cloud minds, to turn one's faith from God and towards thier infernal temptations! But we, friends, will be strong in our faith. Will we accept their demonic murder-squads into our streets?"
Now, the crowd was getting truly riled. Fists pumped into the air, and the raw, animal noise of a humans shouting in anger filled the square. Few welcomed the invaders- they had merely, until this point, lacked any catalysts to set them off. Now, with yesterday's police raids on everyone's minds, and with a strong, preistly figure to lead them, they were getting quite ugly.
A roar of NO rose from hundreds of throats.
"Will we allow them to prowl among our houses at night, so we wake up to find that our loved ones have been spirited off for so-called "Questioning?"
"NO!"
"Will we allow them to beguile us with their demon's tricks, their mind-fogging enchantments?"
"NO!"
"WILL WE ALLOW THEM TO PROFANE GOD'S LAND ANY LONGER?"
