Ok say the situation in Iraw get's really out of hand.
Say in the pursuit of insergents a whole village, mostly women and chidlren are killed, the US gov. futher compounds the situation, by threatening reporters and red cross officials, then denying everything.
now The US has become involved, The US refuese to allow any of our allies or any of the UN council on civil rights to ihave access to the US investigation.
Now we have accusations of illegal orders, and systematic coverup being thrown about in the international press.
No one knows what really happened
what is
1. what the most prudent/intellegent thing to do at that point
2. what is the most likely response from those in power?

Did you mean the US military compounds the situation or the Gov.? If you meant the government, than the US is screwed on international affairs for at least until the administration is castrated and thrown out of office.
If you meant the military is the one who compounded the problem than the US is completely in its rights to allow out side agencies access to the US investigations. It would be smart if the US had a transparent investigation allowing all interested parties information on who, what, where, when and why something like this happened. Those responsible for/or followed any unlawful orders should be punished under the UCMJ to the fullest extent if belonging to the military, civilian criminal court if any civilian officials are involved. Reparations should be paid out as soon as possible to those innocents killed in the action.
