Bruce Willis, definitely. Also, Jackie Chan. Bad dubbing aside, his HK flicks were fun to watch.

For martial artist action hero's I go with Jet Li, he's done some incredible acting, though it's all done in Hong Kong, here in the US he's not that great at all. And he speaks pretty passable english if memory serves, better than Chan.

For US I would say Bruce Willis only because he's a good action star but better as an actor than most give him credit. Though his politics leave much to be desired.
