If they had not produced the weapons themselves they may have obtained them from Iraq, North Korea or some other country. Still it is hard to believe that Syria has WMD.

What? Why? Everyone has known Syria has had chemical facilities for ages. It was an effort to counter the Israeli air-superiority. We've also known they were developing better Scud-type weapons in an effort to get better range and accuracy.

Heh, good luck to them. Getting better accuracy out of a SCUD design while tacking on more fuel (as these nations invariably do) is mutually contradictory. You need at least a 1980s Soviet technology base they simply don't have to improve upon it.

It's not that movement across the Iraq-Syria border wouldn't have been tracked, but that vehicles and cargo wouldn't have been checked.

Even David Kay admitted we'd missed stopping some traffic across the Syrian border during the initial stages of the War in Iraq. Whether they were carrying anything prohibited is anyone's guess, though.
