"We trust you not to act on it simply because if our empire fell apart we would never pay all that money we owe you. And the problem is slowly being delt with anyway...."

"But enough about war, the galaxy has seen to much of it allready."
"I suspect, bondman, that we'll see a great deal more of it as time passes. This is a time of expansion, a turning point unlike any seen since the Genocide Wars. Powers are coming out of the masonry, and some are intent on building empires." With that, he eyed the Arcane and Nashtar ambassadors.

"Oh come come! Have we forcibly taken a single world without direct provocation? If you look through our history you will find that every single one of our worlds joined voluntarily; there are even two inhabited worlds in the star cluster that declined membership; they are left alone. Surely if we wanted empire we'd start there?"

And I don't see how you have any room to accuse us of imperialism when we occupy a few cities on one planet while you took three systems from the same Covenant."

"A mere necessity. We had to ensure that the Edean shipyards didn't fall to powers who would- misuse them. Since our bombardment of Edean, we have seen fit to protect the survivors, as they can no longer defend themselves."

The sub-Speaker smiled.

"And besides, we never took it upon ourselves to turn their people into cattle. Is it true what they say about your usage of arcane means to twist human minds on a large scale?"
