Actually, since 10 is supposed to be the AVERAGE, it would stand to reason that roughly 50% of the population fell below that level...

BTW, cut out the D20 bullshit. People don't have "Charisma" and "Intelligence" scores. Folks are more convoluted then that.

Actually, no. To be legally retarded, one needs to have an IQ of 60. That's probably INT score of 6 or so.

And, whoop, Charisma has nothing to do with intelligence, but rather creativity, looks, and personality.

You cut the bullshit. Aly based this off the idea of D&D soceity after several millienia of development. If he says that only 10% of his populace then that is so.

Has for the INT and Cha, it's an abstract way of dealing with it. 10=average. Most people are going to have at least 10 in Int or Cha, just the way it is.

Why are you autoing his folks?

You're right, they don't have the scores. But characters with those scores correlate to stupid people in real life.
