Demonize the Arabs
Part of the problem is that the US leadership has systematically demonized the Arab world over 9/11. It's common practice in the military to make the "enemy" out to be less than human so you can justify your actions against them. I witnessed similar behavior when I was in the Canadian Army, after we were comitted to Afghanistan suddenly everyone there was a "raghead" or "camel-humper", "sand-nigger" etc.
Although we never abused any of our prisoners, perhaps because the Somali incident was still fresh in our minds.

I don't think the administration has demonized the Arab world as a whole, if anything they've tried to put forth the case that moderate Arab Muslims are not the enemy, what with all the "religion of peace" crap.
There's also the fact that the current administration refuses to say anything bad about Saudi Arabia, ever. And that's a pretty important part of the Muslim world.

However, every soldier receives basic training on the laws of warfare, and it doesn't take a brain surgeon to figure out that stacking naked detainess to make a cool-looking pyramid is wrong. Moreover, they were stupid enough to photograph themselves next to the scenes.
