that is a good point, in the short time i've been here it has seemed that everyone had a problem with the magic in one way or another. I would think that everyone would be glad to see it go.
Magic in a serious sense, a few "Polymorph Other" seplls now and then would be fun, cheap and easy alterntiviy to genetic manipulation.
If this had gone like it did I would have pulled my alliance with Laz and kept his troops in space till I could get my full army in position. Is it too much to ask to pull this back a little bit?

well you see, I am wanting to withdraw the Arcane empire at this stage. Play an empire that is less objectionable once I get the kinks worked out. Not only is the magic use unbalancing, but there is no way in hell I would be able to mend international relations.

I want to Veto the army posts, I don't care what he did with the Navy up untill now, but I would never allow him (or any other allied power for that matter) to land without letting me set up first.

I'd just like to clear things up, you couldn't move 20 billion people somewhere in 24 hours. You couldn't move 12 billion people anywhere in 24 hours. Let's look at the math shall we?
1 Large portal could move, perhaps 10 people per second (which, by the by, is a lot of people). Now this is a pretty big portal, not just anyone can make it, you need a host of powerful mages. Something like 1 or even 2 portals per city is a good limit. Now let's say there are, ohh, say 2500 cities? That leaves your cities with an average of 5 million people per citiy, not too shabby, they are big cities, but whatever, it works. Effectively you can move 25,000 - 50,000 people per second offworld. That's a HELL of a lot of people. Unfortunatly that isn't even close to the number you need. Don't forget, that assuming everyone is going to go along nicely (not necessarily true) and that no one lives outside of a city. Just can't be done pal. Consider the earth situation, it would take months, perhaps years, to evacuate most of earth's population offworld, even with a fleet of transport ships, thats why they need to "attack" the problem from multiple fronts; some will live in new archologies, some will live underground, some will be moved offworld, some will live above the surface in regions weather control equipment has made "safe". It's still a mess, hell I wouldn't be surprised if it started riots. Who wants to be the first to get the hell of your planet? Easy, everyone, especially your elder mages who'd be required to keep the portals open; most of them would jump through their own portal at the first signs of trouble, always look out for number one!
Conidering that a large proportion of the population is capable of shifting to these planes on their own... the ony ones that need use said portals are the magically barren or the comparativly weak casters. Hell, the upper level casters can take numerous people by themselves.
SO lets say... a population of 12 billion. 20% of whch cannot cast spalls f sufficient level to leave on their own.
2,400,000,000
now, assuming maximum efficiency...
4,320,000,000 can be moved off world in 24 hours.
Even if 1/3rd of the popuation were unable to cast a limited version of a plane-shift spell... they could be evacuated in 24 hours.
