It's not an insurrection. There don't seem to be any fires in the big cities. Insurgents would normally set at least SOME buildings on fire, not random swatches of forest.

true,i thought that only because the fires come to a stop right at the Chinese border, and again right at the South Korean border. That strikes me as pretty damn strange.
