Ah. So you can build hordes of capital ships to replace and exceed all your losses in less than the time it takes me to add five capital ships to my already existing fleets. I'm inclined to allow a certain inbalance of power because it makes a better story... now, back in the old days before SDN, the STGOD concept of everyone being equal did not exist. The major players were many times stronger than the others, and only an interlocking alliance system and mutual hatred kept things from exploding all the time. And the villainous, aggressive nations were stronger, because otherwise they wouldn't have any opportunity to be villainous and aggressive. In order to keep them in check, the nicer nations had to set aside their differences and work together to push back the bad guys.
And therein lay the story.

I would like, with your permission, to start a new empire, before you shout that i'm was lucky to be allowed to re-actiave the NJR, please hear me out. (the fact that I WAS lucky to get the NJR non-withstanding.)
My old empire would not simply "fade away" but would assume it's rightfull subordanate place as a protectorate of Strahta's empire. (I was planning to renew the treaty in 6 months anyway.) This would prevent any real tension as far as that old empire phasing out.
I would like my new empire, to consist of 1, maybe two planets. The race would be human, sharing a communal intellegence somewhat like the one of "mars" here. They would be a very peacefull race (IE, no more of my delusional schemes). I would start with between 1/4 and 1/2 of normal fleet size. (that's up to you.)
The reason I ask this is that the NJR is, for all intents and purposes, non-existant. The South Korea of STGOD. Yes, I know that's my fault, and yes, I know I majorly screwed up my second chance to fix it (the krynor empire). But I'm asking for one last shot.
