Well it's certainly in better shape than it was during it's mid-'90s nadir, and their funding situation has improved since then. The've got 16,000 operational MBTs for example, which is twice as many as China, and they the majority of these are far superior to the bulk of China's armor (though it would be difficult for Russia to bring all this armor to bear against China quickly, especially since a good portion of it would have to be shipped by rail across Siberia), plus their equipment and training are superior in almost all cases. Russia would also have the all-important advantages of air and naval superiority. Not only did they design such a system, they deployed it operationally and made a number of test flights. However the missiles used couldn't put the warheads in very high orbits so they only only stay up for short periods. Accuracy also sucked, it was estimated that they would land within a 5x3 kilometer rectangle around the aimpoint. As a result they began work on a much larger weapon which would have used an all new missile to throw an 150 megaton warhead into a long term orbit. But it was never built because of the vast cost.

My hunch is that the Chineese will wait until they have technological parity (or even an advantage) with the Russians before they move North. If they sustain their current rate of growth, and modernization, I wouldn't be suprised if they made their move within a decade or two.

In all honesty I dont think China will move for a long time, maybe in a 100 years. They have too many education, infrastructure, environmental and economic issues to work through.

Do bear in mind that much of the high-tech military technolegy they have is directly imported from Russia or derived from Russian technolegy.
