Propane Question
What's the correct (legal) method for disposing of a propane torch? And if that method is a huge hassle, any suggestions on alternative methods?

Burn the gas, and throw the now empty metal cylinder in the trash. Drill a hole in it if you feel especialy parnoid.
Save the tip, it can be reused.

Over here we return empty bottles to the stores from where we bought them, the supliers's will then dispose of them (read, refill empties).

If he is talking about the gas cylinders used in a propane torch, they are not refillable, like the 5 gallon tanks are. If you are talking about a 5 gallon or larger tank, give it to someone with a bar-b-que, to refill.
If you run the damned thing EMPTY, there is NOT ENOUGH gas to ignite!
Read that as in, the pressure inside equals the pressure outside. A residue of gas will remain, but worst case scenareo, you get a "wiff" when you apply a lit flame. You are doing something seriously wrong if you drill and get sparks.
Just don't use an angle grinder to make your hole!
Fuck, if you are that paranoid, just unscrew the valve body.

Those torches are pretty safe, they have one hell of a safety release valve. For a home movie, we once tried to blow one up by placeing it in a very hot fire (gasoline and homemade black powder). No explosion, but we did get some cool shots of it shooting a 6 ft flame out of the release valve.
We did get one to explode by filling an empty one with some NH4NO3 (ammonium nitrate fertilizer) and the aforemention homemade black powder. Even then, it just burst along its seams and produced no shrapnel. The best part was, that a year later there were six ft weeds growing out of the small crater (surronding field only had 2 footers).
