A lone diplomat, one of the former delegates to the Asgard, walked through the halls of the foreign department. After giving a small packet of papers to the highest ranking beurocrat in the department that he could find, he turned and went back to his shuttle, waiting for a possible response or dissent.

Potential Monacoran-Asgard defense pact.

1. The Nation of Monacora and the Asgard Empire both agree to come to each other's defense if either of them is attacked.

2. Monacora and the Asgard Empire both agree to form a joint command force (JOINCOM) which would comprise of a small group of senior officers of both nations, and would have direct command of any joint operations performed by both nations.

3. In conflict with other nations where the treaty is invoked the Nation of Monacora will give control over its Astral navy in conflict to the Asgard Empire, in return the Asgard Empire will give control of its ground forces to the Nation of Monacora.

4. Both nations agree to have untaxed and unhindered trade between them.

5. Six months after ratification of this treaty both nations agree to meet to settle any disputes over clauses within the treaty, after that the treaty shall last for ten years before coming before both nations for ratification once again.

"You're progressing very well, Elanie," Basil said, observing her as she went through another mock-combat routine. She had mastered all the skills which enhanced her physical combat performance with speed and accuracy, probably more or less because of her previous assassin training. She could fly, manipulate objects telekinetically, and exploit her superhuman strength and speed almost without effort.

The next step would be more complex, but also more rewarding. Teleportation, shape-shifting, psychic domination, and other metaphysical skills were now on the menu. But first, other concerns had to be addressed.

He stretched and yawned, "You and I will be leaving for Aber-Toril in six hours. I am going to close some portals there."

She had been viewing the international news networks over the past week and had learned about the Arcane Empire's flight and the subsequent annexation of their territory. It came as no surprise to her that she was going.

She loosened her grip on the sword she was using and held it in an idle position at her side. "What about the next stage of my training?"

"For the greater secrets," Basil explained, turning to leave the gymnasium, "you must first complete a simple task. You must be able to hit me once."

"How?" she asked.

He turned around to look at her again, "There are a few rules, of course. I will use only the most basic physical techniques--my hands and feet. You are free to use your weapon of choice, barring firearms and explosives, naturally. When I block a blow without harm to myself, it doesn't count as a hit. Now... feel free to attack me at any time, and strike to kill. You'll need to."

"When does the challenge start?"

"Now, if you like. We'll have to suspend it at my command, I can't have you hacking away at me aboard my ship or while I'm trying to shut an interplanar gateway," Basil explained, turning around.

Elanie sprang forward, rapidly bringing her sword up and around in a vertical chop powerful enough to slice Basil's head in twain. But he spun 180 degrees to face her, dashing forward against her own motion, and almost instantly he was within the arc of her slash and had caught her wrist with his left hand. His right elbow lay just a centimeter or two away from her trachea. He could have easily crushed her windpipe.

He released her and clicked his tongue, "You just died. You were predictable and you forgot the precision of my senses. You'll need to use cleverness and strategy, because I am too strong and too fast for you to beat in a fair fight. Now, think about that as you get ready to go on this trip."

He walked away, this time unmolested.

The Foriegn Office Undersecretary that recieved the draft Treaty notice immediately forwarded it to the appropriate authorities. After several discussions between the Foreign Office, Prime Minister, and the Emperor himself the answer was sent back:

Revised Treaty

1. The Nation of Monacora and the Asgard Empire both agree to come to each other's defense if either of them is attacked. Aid is required only in the case of overt military aggression against the signee by. Aid may be requested in all other cases and granted at the discretion of the other nation.

2. Monacora and the Asgard Empire both agree to form a joint command force (JOINCOM) which would comprise of a small group of senior officers of both nations, and would have direct command of any joint operations performed by both nations.

3. In conflict with other nations where the treaty is invoked the Nation of Monacora will give control over its Astral navy in conflict to the Asgard Empire, in return the Asgard Empire will give control of its ground forces to the Nation of Monacora.
Such personnell under the Joint Command would of course retain the right to refuse any orders given on moral and ethical grounds as well as refusing any action counter to the best interests of their respective nations.

4. Both nations agree to have [removed] unhindered trade between them. Both nations shall offer a reciprocal tax rates and the taxation rate shall not exceed 10% of value.

5. Six months after ratification of this treaty both nations agree to meet to settle any disputes over clauses within the treaty, after that the treaty shall last for ten years before coming before both nations for ratification once again.

While we have to question why an alien species should chose to have a musical celebrating a man universally regarded as a petty despot is beyond us, we might be able to send a representative. But far be it for us to make judgements on your sense of taste. Our represenative will arrive, if possible, by a simple diplomatic courier vessel. Armed displays at events like this tend to lead to bad ends.

Well, the choice is yours.

While the mechanoids might be lurking, if your nation cannot provide adequate secruity for the site then that might be a serious problem. However having numerous warships from potentially hostile species all clustered together can easily result in disaster. If you're unable to provide security on your own, please inform us directly of that fact. Other wise our respresentative will be departing shortly.

As to security, we feel that that is better addressed by the use of a convoy system rather than sending diplomatics on board Cruiser Flottillas.

As the diplomats arrived on world they were greeted with an absolutely stunning sight. The sun was just beginning to set, and the crystalline and granite city reflected the light of the setting sun in such a manner as to make even the most hardened veteran weep. Birds flew through the air as Varathraxians went abut their daily business.

When the diplomats landed, each was greeted by an honor guard of six Varathraxians. Each clad in light Power Armor and wielding a vibro-glaive and carrying a high powered plasma-rifle.

The dress code was casual, no need for stuffy suites when they would be eating Varathraxian faire. The theater had been closed to the general public for security reasons. The theater itself as constructed out of a combination of granite and purple crystal. And was carved and shaped to add to the theaters acoustics.

Elanie just gaped. It wasn't fair at all. The deck was stacked so far against her, it was simply not funny. As an assassin for the Hajr, with her genemod package and training, she had always known that few could syasnd against her, and only a handful were actually her equals in terms of strength, speed, and skill. That someone could be so much more powerful than she was almost unthinkable.

Every instinct told her Basil should be lying on the floor bleeding, but he wasn't- just walking away, calmly.

Elanie thought as she returned to her room. The odds were skewed against her. The first rule of an assassination was broken- make sure they don't know you are coming. Basil not only knew she would be coming, but knew what she looked like, where she lived, her daily routines, her abilities, and at least some of how she thought.

He also outmatched her physically. She had thought about how she would go about killing Basil in the past, and most of her plans had revolved around explosives- he was too dangerous to attack directly. He was far stronger than the mages she had been taught to deal with, significantly more clever, and immune to spell-killing. He had also stipulated that she couldn't use firearms or explosives, and she hadn't been practicing with them besides. Her three advantages in her average hits- technology, suprise, and spellkilling, were all neutralised. She shook her head grimly- no doubt Basil had realised that.

There were of course other methods of reaching a target. Stealth was one, but while she had confidence in her abilities to remain undetected by mundane means, she strongly suspected that he had other methods of detecting her. She shuddered briefly at the thought of the shadowy, black thing she had seen Basil as in the Sight.

On top of it all, she was fairly lightly equipped. She had no stealthsuit, no specialty grenades, and only a small arsenal at her command. She ran a quick tally of her personal gear. Skinsuit. vest. Hajr uniform. glove-like shoes made for the Cluster, well suited for climbing. Those might be useful. Her weapon stash was similarly spare- an archaic, but stealthy, chemical handgun and a fletcher pistol, whose high-velocity explosive fletchettes might pack enough punch to harm even a being like Basil, not that it mattered. Her gropener-sword, whose blade, when active, could cut through even power armor with only a little effort, but it was noisy and easy to detect. Finally, she had the weapons she had taken from the Prince's armory- a longsword of archaic design, a pair of long, thin assassin's killing-knives, and a dozen throwing blades.

Certainly, less than she'd want for a job like this one. It was clear that brute force would be insufficient.

Which left two options- stealth and misdirection. She had been practicing the mind-blanking exercises her old trainers had instilled in her for protection against enemy psionisists, and she hoped that the techniques would allow her to avoid Basil's metaphysical senses, at least until it was too late. She briefly considered trying to infiltrate his inner sanctum, but without her stealthsuit or the proper equipment to disable and technological sensors he had, she'd likely fail.

She needed to fight him on territory less freindly to him than his own estate. Doubtless he could track her every movement here- No, she'd wait until they arrived on Aber-toril. That would give her time to prepare, and plan.

Admiral Santiago leaned forward as the fleet pulled out of hyperspace. He was loving this, the entire fleet had drilled for three days, spent the fourth day performing final shake down, and after a break in the action were sent here on their mission.

"Communications, prepare to open audio broadcast on all channels."

"Prepared, sir."

"Begin broadcast.

"Government of Atlantis, we, represenitives of the government of Monacora, know that a prominent member of the government of the former Arcane Empire, Karsus the fifteenth. We have a warrant for his arrest and questioning in relation with the Arcane Empire's collusion with the Siliconoids and possible conspiracy over the Rape of Terra. If you do not hand him over to our custody it will be considered an act of war. You have ten minutes to reply."

The tech looked up.

"Broadcast ended sir."

"Good job, heh, maybe they'll decide to send him with his buddy Dalamar, you hear what happened to him? Got sent to an ARMY prison. You never get off of one of those floating wrecks, inmates say it's worse than torture too. "

With that said, they began the wait.

There was a knock at Elanie's door as she packed. She made sure her weapons were concealed and called, "It's unlocked."

Basil's majordomo, open the door and walked into the room, "You won't need to pack much besides your practice clothes. There'll be no parties there. Wait... I don't believe we've been introduced. Not properly, anyway."

"Or at all," Elanie raised an eyebrow and extended her hand, "I think you know who I am. That just leaves you."

"Philip," he waved her hand away, "and you don't shake hands with servants. Remember that, it'll be important."

"Is there something you wanted?" she asked curtly. Elanie had things to consider.

Philip looked away and studiously regarded his fingernails, "He wants you to hit him; isn't that the test now?"

"If you're talking about Basil, the answer is 'yes,'" Elanie said. She didn't add the rest of her analysis to it.

"An unfair test for you, assassin. A direct attack like that breaks with everything you've ever been taught. What's more, it isn't physically possible," the majordomo spoke her thoughts anyway, "you haven't seen him really get going. There's no way for you to win it."

"How encouraging."

"I remember the last student, about two hundred years ago--"

"You remember that?" she interrupted.

"We dhampir age well," he replied, "now, she very nearly got him. She feinted at him with a sword and whipped a handful of throwing knives at him right before she came with a horizontal slash. He caught the sword between his thumb and index finger without so much as a scratch, and he had the knives right at her throat--having caught all three with his left hand. So that was a bust. But she won eventually."

"How?" Elanie asked curiously.

"You misunderstood the nature of the solution. It's a forced failure test," Philip explained.

"What do you mean?"

"You can't win. I've heard stories of Basil in the ancient days, before he was even a vampire. He was the deadliest normal--nonmagical--human on Aber-Toril; he slew dragons, killed mages, fought giants singlehandedly. An epic hero. And now he's got the advantage of being a ten-thousand year old vampire," he continued, "so you've got no chance. But didn't they have you complete a forced failure examination when they trained you as an assassin? A mission you couldn't complete?"

"Yes, to teach us that sometimes we just can't win," Elanie replied, "but you said the woman won. How?"

"You've got no chance according to his rules," Philip said, "but that isn't what the test is about. It'll probably take you a dozen tries to even come close; each time you make an attempt you'll get better at what you're doing in ways you can't improve by slicing training dummies. A person always learns better when it's the real deal, or at least when it's as close as this is--and a person also learns twice as much from failure as she does from success. Basil also has a thing for traditional weapons, so he wants you to know how to use those to perfection. Finally, there's the most important lesson."

"Get to the point and stop pontificating," she said.

"An analogy. You're driving a groundcar and the speed limit on the road is 120 kilometers per hour. You've got someone to meet in ten minutes and you can't possibly make it if you follow the rules. What do you do?" Philip asked, "now I've got to go prep your ship."

Elanie thought it through as the majordomo exited.

Elanie shrugged. If she was allowed more than one chance, she'd take the first one immediatly- and she would do it right.

She was busy for the next hour, working quietly in her room. She had all the materials she needed, as her plan was quite simple.

"There are a few rules, of course. I will use only the most basic physical techniques--my hands and feet. You are free to use your weapon of choice, barring firearms and explosives, naturally. When I block a blow without harm to myself, it doesn't count as a hit. Now... feel free to attack me at any time, and strike to kill. You'll need to."

Her three advantages in her average hits- technology, suprise, and spellkilling, were all neutralised

She smiled. The brief life burned brightly, didn't it?

Basil was walking back to his study, having just finished organizing the vessel for their departure. It had been two hours, and she hadn't tried even once since her abortive first cut.

He heard the faint whisper behind him, and he smiled. She must have been hiding up there on the ceiling, clinging, dressed in her skinsuit and black vatleather jacket, perfectly silent like some sort of spider. It was a testament to her skill that he hadn't noticed her until she weas right on top of him- but he was ready for her second real lesson of the day. He felt the movement, knew the angles from which the two slim wakizashi were approaching his spine.

He spun,. so fast that Elanie's eyes couldn't even perceive the change in states. One instant, he was calmly walking past her hiding-place, the next, facing her, his palms deflecting her strikes with blinding speed and grace. The knee she aimed at his crotch was sidestepped effortlessly, and with a rapid motion, he took advantage of the faint imbalance her failed attack had given her to sweep her legs from under her and knock her to the ground.

She was struggling, trying to slam a knife into his calf, so he dislocated her arm with a single, precise blow, and settled an elegantly booted foot onto her neck.

"Better than last time, Elanie. Better by far- but you will have to do better then that."

Incongruously, she was smiling, broadly and honestly.

"Basil, you're dead."

"I beg to differ, girl. You seem to be the one at my mercy. Now, get up and try again, we have another four hours until the ship leaves, I expect you to make good use of the time."

Elanie laughed.

"No, I think I took you with me."

Standing up, she dusted herself off, and opened her jacket with her good arm. Basil let her, knowing that he'd be able to stop any weapon she pulled out.

Basil's eyes widened in surprise. Strapped around her chest was a half-pound of explosive, probably from her stash of nonlethal grenades, with a fistful of bolts and nails taped around it. The detonator was blinking indicating it had gone off about three seconds ago, and he saw instantly that she hadn't finished linking the small detonator to the primitive device- but if she had, she'd now be dead, and he'd resemble an Ix'agal street sign.

"An assassin is expendable, Basil, especially when she's up against someone much more powerful that herself. The one who killed Raistlin knew as much."

"Admiral, he's here, clock is 28:42 left."

Santiago nodded.

"Rightio boys, make him wait. Comm silence, tell the Major to get ready."

After ten minutes had dragged slowly by Santiago reclined in the chair and engaged the ship to ship com with the Alexander.

"Boys, fire the power drainer at the shuttle, then immeadietly engage tractor beams. Tell the major that he is to bring EVERYONE in to custody."

The ships then went into action, the two dreadnoughts blasting the small shuttle with the power draining weaponry normally used for salvage operations. Then one of the Dreadnoughts tractored the shuttle craft to an airlock. One the shuttle arrived at the airlock the door was blasted off, and marines stormed in, quickly cuffing Karsus and any other occupants of the shuttle, and sedating them with tranqualizers. After wards they were quickly carried to the brig. Then Santiago broadcast one more message.

"Last Port, might want to send out a ship to bring the shuttle back."

(OOC: Power draining weapon based on the Breen weapon. I don't expect it to ever work seriously in battle, but I do expect two heavy warships using it to be able to drain a small shuttle.)

The captain of the ship thought he heard a voice, then shrugged and shook off the thought. They taught you in the academy doubt was good, but in this situation it wasn't worth the time or effort, especially for the raping son-of-a-bitch scum bag in the brig now.

Basil stared for a moment, then a chuckle began low in his throat and gradually made its way to he face. He smiled.

"The lesson was learned already? Unprecedented. I'll be sure to punish my majordomo," he said, stepping back and offering Elanie a hand, "but it doesn't matter whether you figured it out alone or not as long as you figured it out. A good right-hand man is important--that's another lesson. But, tell me what you think you learned."

Elanie got to her feet and clutched her injured shoulder, "There's always someone stronger; if not individually then at least in groups. So you must use every advantage available and do whatever it takes to win." She gave him a glare, "But did you have to--?"

He interrupted with a curt wave, "It fixes itself. It'll take much worse to disable a vampire of my bloodline."

Indeed, Elanie's shoulder shifted back into place with an audible pop. The pain was momentarily intense, but it faded quickly and she could almost feel the damage restoring itself.

He sighed, "If you take that lesson to heart, it will be the most important thing I impart to you. You must be prepared to do anything to win, and have nothing in your mind of morality or survival or hatred or even why you're fighting. Only you, your enemy, and what you must do to win."

"Book of Five Rings," Elanie said.

"What?" Basil asked.

"An ancient book--well, I guess it would just be 'old' by your standards. It was written by a master swordsman from Earth, about his fighting philosophy. It's peripherally similar to yours," Elanie explained.

"It's a universal concept, because it works so well. In one hundred centuries I have experienced total defeat only once. There have been bloody draws, fighting retreats... but even in defeat I have always escaped and left my enemy bleeding."

"Except for once. What happened then?" Elanie asked.

Basil didn't speak for a half a beat, just enough time to suggest the passage of some dark thought behind his impassive face. "A story for later. You can leave most of your things here, especially that egregious-looking vest. Just take something you're comfortable practicing with, we'll be primarily exploring your metaphysical abilities. Considering your basis of assassin training, I don't think you'll need to take any more forced falls. You know enough about fighting already."

Basil turned quickly and walked away slightly faster and with noticeably less grace than usual. Like most outsiders, Elanie often wondered what exactly was going on behind the enigmatic exteriors presented by the vampires. She guessed with fair accuracy that their often strange behavior was the weight of their ancient memories briefly overwhelming them. Elanie hadn't been a vampire very long, and she had already done things that she would rather forget.
