Come on now, surely you know that Quebec judges and politicians are the personification of honour and virtue Seriously though, 31% pay increase? I would love to work for legislation that would limit government officials' pay to a fixed multiple of the average take-home salary in the province, so they can't give themselves massive pay raises while everyone else scrapes by on incomes that don't even keep pace with inflation. Unfortunately, no such legislation is on the table or ever will be.

Debt
Isn't Quebec in the middle of a government financial crisis? If it is, how can anyone justify such a large pay raise, they say it will attract a higher quality of people to the job, but I would think it would just attract greedy people. Government...about the only job where you can vote yourself a payraise whenever you damn well please. And actually there have been cases of blue coller joes getting pay increases that big...not surprisingly they worked for the government.
On a sidenote, the fun thing about government related services (customs, courts, etc.) is that if they don't use up their budget for the year they can't carry the surplus over. So what happens is that near the end of the fiscal year they go on a fucking spending spree. For instance, our Customs building hired a bunch of extra workers to sit on their asses doing nothing all day (we had about 4 times the required staff) and blew roughly a quarter million bucks on 19" LCD screens at the end of one fiscal year. Never mind that the year before we'd blown a similar amount of money on 17" LCD screens to replace our 17" flatscreen CRTs. And the next year they always demand a budget increase.

Common Practice
It was common practice when I was in the military to blow the rest of the years budget at the end of the year because the surplus couldn't be carried over. I know a few provincial judges - you tend to deal with a pile of crap. Also, if you are coming from a successful law practice, the salary represents a fair pay cut - more secure than having to suck up to clients, but still a drop. The judges I know were from fairly successful practices - they were easily earning $50K+ more as a practicing lawyer - probably more since they could write-off a number of expenses that employees can't . Bank this amount over 20 years, and you've got yourself a pretty decent pension plan. I also realize that many high income lawyers are very poor with money and seem to spend whatever they make - they are almost as poor as a number of doctors/dentists. I still can't figure out where the 31% salary increase comes from - this is insanely high.
