Also, members of the US government are not allowed to hold any sort of titles or patents of nobility, so if the Brit in question is a lord, he's right out.

The main government ministers in HofC are just that, in generall and do not hold peerages and the like, allthough some junior minister might sit in the Lords.

I thought it was that they could not accept any title of nobility without the consent of congress, just the same as they could not hold an office in a foreign nation without the consent of congress.
