That's correct. But tested and deployed are two different things. Very large nuclear bombs are so easy to build and build reliably that it wasn't considered necessary to live fire test them, its small lightweight and low yield nukes that are a bitch to make. Doing so for many of the Us's large yield designs would have been impossible anyway, since the limited Test Ban treaty had already been signed, and digging holes deep enough to contain such large explosions isn't feasible.
