How did you come to that conclusion? Our budgets seem'd to stay balanced regardless of the actions of the USA. I don't recall anything adverse happening when the softwood lumber dispute was on, or the BSE scare. It might be reaking havoc on the economy but the budget seems to stay on tract.
Because most of those issues have been fairly minor and fairly short lived. Suppose the US were to devalue its currency, that throws a massive wrench in the bulk of your exports. Sucks to be you. The Canadian and US inflation rates are interrelated so if Washington let's the economy overheat you get some of the blow back. The US and Canadian economies are sufficiently entertwined that Wasington can seriously hamper (and at least theoretically help) the Canadian economy.
Long term serious mismangement of the US economy will lead to a contractionary Canadian economy. A long term contracting economy means you either cut back on expenditures, up your taxes, or deficit spend. In any case you have seriously revise the budget. The BSE scare and lumber disputes are much smaller and short term than the problems I'm talking about. Its the bad side of the global economy, you can punished for others wrongs.

It isn't just that: Many people will be on vacation that weekend to take advantage of the extra holiday time granted by Canada Day (and in Quebec, St. Jean Baptiste Day is close by as well). Elections Canada is predicting the lowest voter turnout in Canadian history, and the Liberals know that the lower the voter turnout, the more the results favor the incumbants, which means it's no coincidence they picked that very weekend. Bastards.
Why can't Canada have elections at exactly fixed intervals like in the US? Granting the incumbants the ability to call elections whenever they please in asinine.

Ya, like a criminal is going to go register his fucking gun with the government.
Hate to break it to you but the Liberal MPs in Toronto have very little to do with our rising crime rates. About the only thing they can do is lobby for increased funding to Toronto, which can then be spent on law enforcement & community programs. Even then I'm not sure how much good it will do since most of our crime increase is gang related and no one gives a fuck about reporting crimes or helping the police investigation. It's more of a societal and justice problem, police catch the criminals all the time, almost all of the criminals involved in the crime increase in the past few years are known to police and have lengthy records. Unfortunately due to a lack of co-operation from the community and a lax justice system, many of these perps get off scot-free and are rarely convicted & sent to jail.
