Does it:

B. Keep track using passive sensors, along with another ship
C. Keep on using active sensors, of a strength associated with a civilian ship.
Possiblity B was ruled out by Alyrium's post about getting pinged by active sensors.
So we have a dispute about whether it could be A or C. C would be significantly easier to get out of a sticky situation, like question getting asked as to why a civilian ship has military grade sensors. A is not actually even necessary.
OF COURSE YOU CAN'T USE FIBRE OPTICS CABLES TO COMMUNNICATE WITH ANOTHER SHIP. HOWEVER, IT'S A REAL WORLD EXAMPLE OF A COMMUNICATIONS METHOD YOU CAN USE THAT YOU CAN'T DETECT IS ACTUALLY TRANSMITTING. IF YOU'D THINK, YOU WOULD HAVE REALIZED THAT.

No it isn't, because unlike a fiber optic CABLE, you do not have a hardwire connection between your agent and the ship, thus leaving broadcast as the only other possibility. I wonder since when tight means monitoring the damn restrooms. I could see cameras throughout the ship. Maybe sensors to detect mages on entry as well. But the security that you pulled out of your ass, is above and beyond what a reallife secret controlled facility would have.

Looking at the map that Hotfoot has so kindly providedI can find NO FUCKING WAY IN HELL you are so near to each other, because one way he'd go to the Etern, Krell, and Shi, the other way it'd be the Etern/Atlanteans/Psilons or the Nashtar. SO DON'T FUCKING TELEPORT YOUR NATION AROUND FOR YOUR OWN CONVENIENCE.

Tell me, how useful is a Dra'kol made up to look like an Admiral, if he still has Dra'kol DNA? Here's a hint: not very. Any simple biometric scan involving a DNA match would totally blow the Dra'kol's cover.
So much for the Dra'kol being broken.
Meanwhile, I'd still have to manuever a Dra'kol into position, get one past numerous security checkpoints, so on and so forth, and spend hours (and days or weeks if I want to be really convincing), to set up the deception. All of which is easily destroyed by a simple blood test.
Right now, the only nation with Dra'kol actively causing trouble inside the borders is MINE. To move agents out into the field, I'd have to dedicate resources to doing so. On top of that, the fact that I have shapeshifters is public knowledge, which is of course ever so much in my favor. I could have stated, like you did, that I started out the game with my fingers in various powers in known space, with a pre-established spy network I grew from the shadows, undetectable, untracable, with little to no effort on my own to justify why, ignoring OOBs willy nilly as I went.
Or I could just have a water to energy conversion bomb and destroy a capital. After all, you obviously have such brilliantly clear vision as to what is fair and reasonable and what is horribly broken, I might as well take a page from your book, right?
