In more detail it lays out how many Members the Commision should consist of (In this case Nine) On what criteria they should be drawn upon. (Knoweldge of Governmental matters (I imagine for determining what the government is likely to be able to afford and for other budget matters), Science (For the Experiments I imagine) and technical knowhow relating to Space and space flight)
It also sets out that the Commision is to decide what the research agenda for when they reach the Moon should be, basically what experiments should they carry out that might advance the other aims of the programme. What might be on the Moon that might help them reach further out into space (and I think Mars isn't it?)
Where they might want to send Humans after the moon?
Private sector involvement. I am assuming here Bush isn't talking about the Private Sector being contracted to make things but if the Private sector might be able to help fund it in exchange for a part of the research time, etc. It also asks the Commision to look into the involvement of the International community in the project, again likely a What countries can help us fund this programme in exchange for being able to catch a ride etc, and how far should we allow them to be involved.
How to get the Youth of America into studying things that will help the space programme. (Science Maths Etc, hay they need more Astronauts and Ground Control people if they intend to reach Mars)
The end bit is the basic Legal Jargon. If you are interested. The Commision is unpaid but Private sector Experts will be compensated for expenses. It shall be able to travel and discuss matters with various experts across the country, has a 120 days to make it's report after it's first meeting, and 60 days after the report is submitted it shall disband. It does not have access to most Classified data. (But without looking at what is in the exuctive order mention I cannot say what exceptions may exist.)
Any that the Commision is intended only to provide the President with better information on a subject and does not grant it's members any powers or rights.
