Improvised Explosive Device: Known to laymen as "roadside bombs". They can either be homemade, construction/demolition type explosives, or old munitions such as artillery shells. The latter category is the most common case in Iraq

From what I understand, it's pretty close. There were a LOT of "foreign fighters" that entered Iraq just prior to the invasion to help fight the Americans. Since then, even more have entered the country in an effort to continue fighting them.
