So I'm rewatching TPM, and something caught my attention. When Qui-gon is talking to the Jedi Council about Anakin, he makes the statement that Anakin has the most midi-chlorians that he has ever seen in a life form.
I was under the impression that midi-chlorians existed in cells and enabled living things to connect with the Force. So how could midi-chlorians exist outside of a lifeform? But if it isn't possible for them to do so, then why did Qui-gon feel it necessary to qualify his statement by saying that Anakin had the most ever seen in a life form? He could have said "Anakin has the most midi-chlorians that I have ever seen in one being". The impression that I get is that it is possible for midi-chlorians to exist outside of a life-form.
Can anyone explain this?

midis just register with a strong force user. they dont induce the force in and of themselves.

Exactly. Midichlorians don't produce the Force, but serve as the link to It. But not everybody is sensitive to that link, of course.
Additionally, Midichlorians have been interpreted as being a cell part, often compared and considered similar to midochondria. I don't think injecting Midichlorians would do much of a damn thing, assuming that it would be possible (like the Midichlorians dying if severed from their original host or something).
Anakin's Midichlorian count is so high because of the nature of his conception by the Force. It's also indicative of his potential skill in using the Force, but not automatically of his actual power.
