On higher quality settings we're talking perhaps between 600mb to 3 gigs (each ep. of Band of Brothers was around 2.5 - 3gb including commercials) on a 384kbps upload line, but I'm sure something along the lines of compressiong and an ftp server can be worked out. :)

Now, the second thing. I'm currently working on getting the .vcr tv tuner files to work on some other player. They're pure, plain, natural mpeg files with a .vcr file extension name, is all. But, there seems to be a problem. When renaming the file to *.mpg or *.mpeg, only windows media player seems to be able to properly play it (not even the videolan player can display the video part so far), and even then you cannot skip ahead to any part or an error will occur, thus forcing you to watch it from beginning to end.

I'm currently working with videolan player, tmpgenc, and virtualdub to try to reencapsulate the .vcr files into something that another player can play. I'll let you know how that goes. If it doesn't work, I'll try to record a tv tuner signal with some other software and see how that goes.
