I'd say Darth Sidious. Darth Wong isn't a Sith Lord, even if he has the powers of one.

As for Sidious, he successfully established the Galactic Empire, and has that cool force lightning.

Darth Sidious, goind for tenacity, will, sheer evil (as the polarized force force if it exists) & manipulation. However, other LOrds may be stronger, but Palpatine could find a way too destroy them.
