Bullshit. Read the bolded portions again. The study found that white youths were more likely to use "alcohol, tobacco and other illicit drugs." Hint: "illicit" doesn't mean fucking cough syrup.

EDIT: Oh and you might want to take a look at this. Specifically, look at Table 2. You know, the one that whites have consistently higher percentages of drug use across the board than blacks.

There's a widespread misconception in the United States that the drug problem is caused by minorities, specifically African Americans, that dates back to the turn of the century and the "cocaine crazed Negro" scare. It's entirely claptrap, but as Stormtrooper demonstrated, still widely believed, to the point that he's dismissing out of hand data from reliable sources that contradict that perception.

The fact of the matter is, in the United States, whites make up the majority of drug users while minorities make up the majority of people in prison for drug crimes, including possession. I don't necessarily believe this is racism, per se--organize the data by economic class and you'd probably find middle class blacks and hispanics have the same rate of incarceration for drug crimes as middle class whites, while poor whites go to jail just as often as poor blacks. I've seen firsthand the difference between going in front of a judge with a possession charge and the best drug lawyer in the state and going in front of a judge with the same charge and a legal aid attorney who can barely remember your name. Still, minorities have suffered disproportionately from the War on Drugs, and that's NOT counting the damage done to poor society by a massive infusion of drug money for the few ruthless enough to take advantage or the transformation of their neighborhoods into open air drug markets. It doesn't help in the least that the original arguments for prohibition were blatantly racist, to the point that Harry Anslinger claimed outright that one of the dangers of "marihuana" was that it would cause white women to see congress with Negroes or the original push to ban marijuana came from southwestern states that wanted to stem the tide of Mexican immigration.
