Actually I would think that, in order for the Minmatar to have survived this long unnoticed, he would have had to have been smaller than the maximum, right? What I would think would be best is for them to be ~2/3rds size, but extraordinarilly wealthy. It seems to me that it's not so much that they haven't been noticed, so much as rather isolationist, and with a big enough fleet to back up the isolationism. Actually, they've been played as somewhat like the Swizterland in space they were. Do not snub another nation unless you absolutely have to. For instance, there was no reason to specify that vampire aid ships are not welcome, because, well, the vampires aren't likely to even have the ability to offer medical aid to mortals even if they wanted to.
Operational Security 101
Do not put raw information from an intelligence operative into a public statement, and never, ever say that it came from an operative in place, because this tends to get said operative killed, which is not only inconvenient for him, because it cuts off any further information.

I came close to finding out some stuff on BIC, but I never told anyone what I did find. The deal with BIC is that they are a huge corporation centered in Nashtar space with a few of its big dogs being either in ouster pay or gene-modded ousters or something like that. They are unconfirmed We arent sure. Every nation is assumed to have some kind of spy network, it would make sense that we would have some inkling as to the nature of Hajr intel. And speaking to a nation that is less then friendly with the Harj, well... opertion security isnt exactly a danger.
