Well the Scimitar appears to be slightly smaller than the D'deridex warbirds that make up the backbone of the Romulan Starfleet. So construction material wise they would require slightly less material. The main costs for the Scimiatar would be it's powerful shield generator, large number of disruptors and torpedo launchers. The Thalaron beam weapon is probobly expensive too.
