The Etern threats of total war and demands of immediate surrender are completely out of line with reasonable action. The Republic of Nashtar will honor its treaty obligations to the Draconis Republic should the Etern follow through on their uncalled for belligerent statements." Minister Godunov stepped down from the podium and exited the room.

"Draft a diplomatic note to the Draconis Republic. Relay through our ambassador. Should the Etern attack, we will stand with them. Send it through President Major's office to sign; he gave the orders for this." The undersecretary for foreign affairs nodded and ran off towards his office to draft the communique as Godunov strode towards his own office, pulling off his suit jacket as he went.

Address to Concerned Governments

The Blood King protests this aggressive overreaction to the lawful actions of the Draconis Empire by the Monacorans and their allied powers. It is in the interests and rights of the modern nation-state to defend its territory and merchant marine against piratical attack; it is further fully acceptable for the aggrieved government to carry its attack to the pirates' bases with all necessary force and resolution.

Further, it is the law of nations that those that are strong shall overthrow and oppress those that are weak. No legitimate appeal to morality or international codes of conduct can be made in the defense of the Tortugans. They gave their support to piratical raids on Draconis shipping and now must be punished. It is only logical that the Draconis should invade and annex them.

For these reasons I extend moral support to the Draconis Empire in their war of territorial aggrandizement against the Tortugans, though circumstances at this time prevent me from making this pledge real in monetary or physical terms.

We have succeeded in our objective of wiping out your ability to attack our shipping lanes further, your fleet has fled, You cannot realistically resist us if we pulled out all the stops. We do not wish to do so however. Partly due to massive international pressure, but also due to the fact that your world simply is not worth the trouble

Therefore, we offer a cease fire, with the condition that you disavow any connection to the pirates who have raided our shipping and sever all connections with pirate groups. This would alow us to stamp them out of existence without having to bombard your planet from orbit, or destry your population centers with the marching of mass numbers of troops.

Can we reach an agreement, or do you have a counter proposal?

A lone helicopter rose out of a city, transmitting a neutral IFF, with white flags of truce hanging outside of it, it flew to a place outside the city and suburbs and landed. Then a Radio broadcast was sent out from it.

In regards to your inquiry, we would be amenable to contract. A portion of our fleet has been put aside to aid the Tortugan situation, placed on previous retainer by one of your enemies. We are willing to allocate no more than this to the conflict. Better their offer, and the fleet is yours. Fall below their number, and you will find us opposing you.

There is no need to tell you that these negotiations take place in the strictest confidence. If I hear rumor of what we have discussed here, the deal is off. I anticipate your reply. Krell out.

"Well, like all things that depends on the nature of the mishap." If it wasn't for the fact that Kain had yet to show any capability of doing so, Felis could have sworn that she sore him smile.

Three Draconis, in simple black uniforms with white cuffs began the treck to the meeting spot.

After they arrive the three are searched by guards, everything electronic that could act as a homing beacon was left at the site, then the negotiators were blind-folded, and the helicopter took off with them inside. Fifteen minutes later the blind folds were taken off in a small room that looked to be an old lounge. Around the room there were guards, in front of them was a table and chairs, and across the table three people sat, one of them was Master of Soldiers Westrey.

"Right boys, I just got the news myself, splendid little thing ain't it? Anyways, cease fire orders have been given to my men, they won't fire unless you advance or fire and so far you haven't, which is good. Anyway here's the treaty we're offering you."

With that he pulled three sheets of paper out of a folder and slid them across.

I. The Government of the Draconis Republic agrees to recognize the Nation of Tortuga, and its right to exist. The Nation of Tortuga agrees to do likewise for the Draconis Republic.

2. The Government of the Draconis Republic recognizes that its invasion of Tortuga was wrong, and harmful.

3. The Government of the Draconis Republic will recall all troops from Tortuga, leaving no latter than fourty-eight hours after the finalization of this treaty.

4. All immobile equipment or wreckage on Tortuga or in the Tortuga system is property of the Government of Tortuga, and the Draconis Republic rescinds any and all claims it may have had over them, immeadietly.

5. The Draconis Republic will hand over all Tortugan Military Personell and Tortugan Civilians they may have captured, the Nation of Tortuga shall do likewise. If it is found that any beings have died in this way the people responsible for their deaths and capture shall be turned over to the offended nation for trial and punishment. This shall be completed within seventy-two hours of the signing of the treaty.

6. The Government of the Draconis Republic agrees to pay reperations for all damages done to Tortuga, be they Economic, or Military in nature. Value shall be placed on this by a three member third party tribunal picked by the Government of Tortuga.

7. The Government of the Draconis Republic further more agrees to pay other nations, on behalf of the Government of Tortuga, for all Humanitarian aid delivered to Tortuga by them.

8. The Government of the Draconis Republic shall pay for the transit costs of all Tortugan refugees returning to Tortuga.

9. All articles delivered heretofore, except for where otherwise specified, shall be complied with no later than twenty days from the signing of the treaty.

10. If either party breaks this treaty after its signing a state of war will be resumed between them.

As the Draconis got to the bottom of the paper Westrey suddenly spoke out.

"OH! Sorry, sorry, right, right. Here you go."

And slide a Vathraxian pen across the table.

The weeks of debate were finally coming to an end and with this session the future of the former PIR was to be decided. It had been a fight which had aroused wrath, anger, and bile the likes of which hadn't been seen in a long time. It wasn't really suprising, this was the second time in Asgard history that an annexation so large was being contemplated. The affects it would have on the fabric of the nation was immense to say the least; new peerages, expansion of the Houses, new subjects.

The vote finally came after the parties of the ruling coalition managed to cut off the record filibuster the opposition had thrown up. As it was the affair finally came to a close after a marathon three day session. The votes were cast and the government coalition came out the decisive victors. They had been forced to compromise some on the issues of peerages and represenation but overall they dictated terms. The PIR had become the newest Asgard states.

The first of the new peers would be officialy notified and installed shortly.

2. The Government of Tortuga recognizes that it commited unlawful acts against Draconis Shipping and agrees to never again use piracy against another nation.

5. The Draconis Republic will hand over all Tortugan Military Personell and Tortugan Civilians they may have captured, the Nation of Tortuga shall do likewise. If it is found that any beings have died in this way the people responsible for their deaths and capture shall be turned over to the offended nation for trial and punishment. This shall be completed within seventy-two hours of the signing of the treaty. 


6. The Government of the Draconis Republic agrees to pay for the reconstruction of Tortugan power plants and infastructure required for the survival of its[the Tortugan] people, and will contract such services from a reputable corporation of its choosing

The Government of Tortuga shall hereafter renounce all connections with any vessell or person which has engaged in acts of shipping piracy, and all which that entails, including but not limited to, the right of return, and any form of extadition.  The Government of Tortuga rejects their citizenship, and gives the raconis free reign to destroy any and all such vessels or persons, persuant to international admiralty law regarding piracy.

8. All articles delivered heretofore, except for where otherwise specified, shall be complied with no later than twenty days from the signing of the treaty. 

9. If either party breaks this treaty after its signing a state of war will be resumed between them.

Westrey sighed and leaned back in his chair after reading the revised treaty. Then, in slow deliberate motions he ripped the paper and dropped it on the desk.

"I think you failed to understand me. Our treaty is the only one you'll get, you can make base changes, but that's it. If you don't agree we'll go to the media, and tell them the truth. We offered you a treaty, a fair treaty, one that has reasonable requests considering the circumstances, and you refused it. What do you think they'll say? What do you think your people will say, haven't they already lost enough here? What do you think will happen. There's the pen, there's our treaty. Sign it, or we'll take you back to your lines, and tell the media what happened."

The amount of money that your government oees various shipping corporations in the Draconis Republic ALONE far outweighs what we would pay in reparations, reparations which we should not have to pay, as we techncally were not the aggressors in this war.

If you do not sign this trety, we will simply perform a fighting retreat, and leave your planet completely. Then proceed to wipe out any and all ships that were at all affiliated with your acts of piracy. we have the ships to do it. That is your only choice, we are not giving you one. You can accept our terms, or your people can all die once winter hits, as we have destroyed all your power generating stations.

Now, here is a copy of the treaty, sign it. Otherwise, you will have acease fire on your hands within 48 hours, and have absolutly NOTHING with which to rebuild. Your use of Nuclear warheads has not helped that much I may add, and you have shown reckless disregard for their lives. Millions of lives have already been lost to Radiation sickness due to your nuclear bombardment. I am sure the international community will LOVE that footage.

With that the blindfolds were put back on the negotiators, they were led back to the helicopter, and taken back to the same spot. After which they were lead away untill Draconis scouts showed up. The negotiators were handed over, minus anything from the negotiation room, and the escorts returned to the helicopter and left.

Ten minutes later a statement was given to members of the press on world, which was later broadcast around the world.

"The Government of Tortuga has tried to negotiate a deal with the Draconis Republic, but the Draconis were not willing, nor even co-operative, to sign a treaty. All that was asked for in the treaty was coverage of the damage done by the Draconis to the Tortugans on the planet. We are open to renewed negotiations, but we fear that its goal is hopeless at this time."

It was one final media transmission, the preparations for a resumption of hostilities was back on.

"We merely asked to be repayed for what they had destroyed. It was not our fault they did not do it. There is no cease fire, its sole purpose was to establish a treaty, it has failed. We await, with minor trepidation, the coming of the new attacks."

"Have you seen this man?" Ed handed over a photo to one of the dock workers.

"Yeah, I've seen him. He came off one of the corp boats. Is there some kind of trouble?"

"Do you remember which one?"

"One of the beer exporters I think...the security system should have registered him. You should probably talk with the dock manager if you're looking for access."

Ed placed the picture back in his pocket. "Thank you."

After some more investigation Ed came across the name of the ship, the company and the planet of origin. It was time for the plain looking gentleman in the brown jacket to conduct an operation of his own.
