Perhaps...then that episode in which the wacky geniuses predicted that it would be utterly impossible the Federation, Klingons, Romulans, and Cardassians put together could possibly defeat the Dominion would make sense.
But if the Dominion outgunned the Klingons 20 to 1...how the heck did they possibly win? Why weren't they able to sent half their forces to attack and keep half to defend, and *easily* wipe them out?

I think much of the Dominion may have been occupied with Damar's resistance movement and some such. Only the Breen had the Weapon first, it would take a while for the Dominion to mount the weapon on all ships.
