Vladimir Putin appeared with the television address to the citizens of

Russia. In the text it is said:

"Na to our earth occurred terrible tragedy. All recent days each of us

deeply suffered and passed through their heart everything that occurred in

the Russian city Beslane. Where we encountered not simply killers, but

with those, who used a weapon against the defenseless children.

And now 4, first of all, I am turned with the words of support and mutual

anxiety to the people, which lost the most expensive in the life. Its children,

its relatives and close ones. I please to recall all, who perished by hand of

terrorists in the recent days.

In the history of Russia there were numerous tragic pages and heavy

events. We live under the conditions, which were established after the

disintegration of enormous, great state. States, which proved to be

nonviable in the conditions of the rapidly changing peace. But, in spite of

all difficulties, we succeeded herself in preserving the nucleus of this giant

- the Soviet Union. And we named the new country the Russian

Federation.

We all expected changes. Changes to the best. But to much, what

changed in our life - they proved to be absolutely not prepared. Why?

We live under the conditions of the transitional economy, that not

corresponding to state and level of the development of society, political

system. We live under the conditions for the aggravated internal conflicts

and mezhetnicheskikh contradictions, which were earlier rigidly

suppressed by the ruling ideology.

We ceased to pay adequate consideration to questions of defense and to

safety, they allowed corruption to strike judicial and law-enforcement

spheres. Furthermore, our country - with the there is no time most powerful

system of the protection of its external boundaries - at once proved to be

protected either from the West or from the east.

To the creation of the new, contemporary and actually protected

boundaries many years will leave and billions of rubles will be required. But

also here we could be more effective, if they would act in proper time and

professionally.

On the whole, it is necessary to recognize that the fact that we did not

appear understanding complexity and danger of the processes,

proceeding in their own country and in the world. In any case, we could not

on them adequately react.

They appeared weakness. But weak - they beat some they want to detach

away from us piece "pozhirneye", others - them help. They help, assuming

that Russia - as one of the largest nuclear powers - still presents for them

threat. Therefore this threat must be removed. And terrorism - this, of

course, only tool for achievement of such purposes.

We, as 4 already repeatedly he spoke, repeatedly encountered crises,

mutinies and terrorist acts. But that that occurred now - inhuman

unprecedented on its cruelty, crime of terrorists. This - not call to the

President, to parliament or to government. This is - the call of entire

Russia. To entire our people. This is - attack on our country.

Terrorists consider that they are stronger us. That they can intimidate us by

their cruelty, they can it be sultry our will and decompose our society. And,

it would seem, we have a selection - to give to them rebuff or to agree with

their claims. To be returned, to make it possible to destroy and "to pull"

Russia in the hope for the fact that they finally will leave us at rest.

As the President, the chapter of Russian state as men, who gave oath to

protect the country, its territorial integrity, and simply - as the citizen of

Russia - 4 it was convinced that in actuality any selection we simply do not

have. Because it is worthwhile for us to make it possible to blackmail itself

and to yield to panic - we will immerse millions of people into that not

terminated to the turn of bloody conflicts, on an example of Karabakh and

Pridnestrov'ya and other similar tragedies. One cannot fail to see obvious.

We deal not concerning the separate actions of frightening, not with the

self-contained attacks of terrorists. We deal concerning the direct

intervention of international terror against Russia. With the total, severe,

full-scale war, which again and again takes away the lives of our

compatriots.

Entire world experience shows that such wars, unfortunately, rapidly do not

conclude. Under these conditions we simply not can, we must not live also

carelessly as earlier. We are obligated to create much more effective

safety system, to require from our law-enforcement agencies of the

actions, which would be adequate to level and to the spread of the

appeared new threats.

But the main thing is this is the mobilization of the nation before the

general danger. Events in other countries show: the most effective rebuff

terrorists meet precisely, where encounter not only power states, but also

with the organized, solid civic community.

Respected compatriots,

Those, who sent bandits to this terrible crime - placed to their by the purpose to scour our peoples, to intimidate the citizens of Russia, to untie bloody civil war in the North Caucasus.

He would want in this connection to speak about the following.

The first. Package of measures will be soon prepared, directed toward strengthening of the unity of the country.

The second. I consider it necessary to create the new system interaction of forces and facilities, which monitor by situation in the North Caucasus.

The third. It is necessary to create the effective anticrisis system administration - including fundamentally new approaches to the activity law-enforcement agencies.

I will especially note: all these measures will be carried out in the the complete correspondence with the constitution of the country.

I'm trying to find the russian text. Its hard to read something that translates "acts of terror" to "acts of frightening". But it looks like this will be a "defining moment" in Russian foreign policy.

At Pravda, it said that Kozumi (Japan's PM) said the terrorists should get the death penalty.

I watched President Putin's speech on CNN (good translator for once), and found it to be quite moving. He dealt with the serious issues, and I think he spoke very candidly. I hope Russia takes firm action.

It's still a psychological and political issue. You can drop 50 kT worth of conventional explosives on a country without too much trouble, but if you drop a single 10 kT nuke, then there will be a big shitstorm.

That would be an interesting problem for the world political bodies to deal with--what if Russia started running nuclear weapons tests all over Chechnya? Not, of course, that I'm advocating such a thing, but it would be an amazingly complex issue for groups like the UN to deal with.
