Same way they enforce the War on Drugs and the War on Terrorism: Arbitrarily, selectively, extremely unfairly, and ultimately ineffectually. The only ones that stand to win from this shit are the prison-industrial complex, the entertainment industry, and any two-bit jackbooted thug with vendettas to pursue against his fellow man.

The losers? As usual for any government-sponsored inherently unwinnable War on X (where X is any essentially harmless vice that some rich holier-than-thou busybody asshole gets his pantyhose in a bunch over and buys a law banning it), We the People are the losers.
