Okay, I know a lot of those are painfully obvious and if yo already tried them I apologize but since your OP is a wee bit thin on details...
-As her ladyship say, un/replug the cable. Yes that could be the entire problem
-check the cable for excessive bending. If there is such, UNbending it can temporarily solve the problem, though you'll of course need a new cable (which, unfortunately, in 5 out of 3 cases means a new monitor)
-Go and buy a new monitor. Let's face it, you wanted to upgrade anyway (if that's actually a viable solution for you be aware that I'll oficially hate you )
-Cold start your ...computer (are you Mac or Wintel? I honestly can't remember. If it helps it should go either way). There have been cases of this being caused by the graphics card going boinkers for a moment
-If possible, try a different graphics card. IF that one works fine, well-how shall I put it...
-If possible, try another monitor. If that one works fine, well-how shall I put it...
-Does it flash yellow the very second it turn on or can you see the BIOS info, IDE device scans etc and it just goes boinkers when the OS comes up? I haven't heard of it ever flashing yellow but if that is the case it could be a driver problem. Boot up in VGA mode (or whatever may happen to be the Mac equivalent) and try to find a newer (or, depending on your card, older-I shit you not) driver. Well, adifferent one from the one you were using in any case.
I seriously doubt that's it but you can never know.
-You could send me a serious amount of money in the hope that due to quantum that will fix the problem. While I personally very much doubt it I assure you I wouldn't mind one bit

No available funds until Novemeber, and even then, not likely.

Winblows. And not restarting the comp because it doesn't like to turn back on right away.

The last monitor we tried to use wasn't good enough for the video card.

I didn't have anymore details to give. -shrugs- It started flashing yellow, and that's all I knew.

We had a similar problem before. It was a defective connection between the cable and monitor, so we ended up with a new monitor.

Yeah, the problem is definitely a kink in the cable somewhere. Start bending and flexing the cable to see where it is. When you do, you have two choices. Either:

1. Replace the cable (they are removable, but sometimes you have to open the monitor to do it.)
2. Find the wire with the loose connection (Since your screen turns yellow, that tells me that the blue signal wire is the culpruit.) and solder it and heatshrink it to prevent anything touching it.

Being somewhat experienced with electronics, I have no qualms with #2. However, you'd probably have better luck with #1. If the cable isn't detachable from the exterior of the monitor, see if you can find a shop that services monitors. They usually have cables laying around. If not, then you'll have to go for #2 for sure. If you don't know how to solder, ask around. Surely someone on your block will do it for you.
