As the number of and severity of these kind of incidents continues to climb ever upwards, the difference between 'terrorists' and 'every Muslim' is getting very much smaller with each atrocity. Obviously, if your goal in suicide bombing is to go Paradise, for example, and we're going to wrap your remains up in pigskin, which will make you go to Hell according to your religion, that might make you think twice.
I don't see, at any rate, how it could possibly make things worse - Because the people who are going to have second thoughts about being terrorists, who are going to only be terrorists after something really outrageous happens - They're also more likely to be frightened of something like this.
So I figure that at worse you'd see no effect whatsoever in the number of terrorist incidents and people joining terrorist groups. But if it became a general policy, well, maybe it would have some sort of result. These are True Believers. They know where they're going when they press the button, and if they aren't going there because of this, they may just not press it.
I think it is certainly a valid strategy, and again, almost certainly at least cannot hurt us even if it doesn't help us.

I was just about to say that the whole "its ALL of them" emntality is probably the biggest problem every country faces...and it sure as hell doesn't make it right. Last night I caught a snippet of Bill Maher saying that we should be invading audi Arabia and they should be in the "Axis of Evil" simply because terrorists find supporters there. I wonder if he would argue for turning Georgia into an armed camp simply because the KKK has supporters there? Well, honestly, Saudi Arabia is a considerably more obvious target in the War on Terror than Iraq. So I don't understand why what he's saying is such a big deal. No, and I don't think they should do it to all Muslims. However I thought that we were discussing a bunch of terrorists who held a couple hundred hostages in Russia until the Russians ended it. I do not nor would I condone the "punishment" on those who did nothing. But again I say, if the terrorists are partly or wholly motivated by a religeon that tells them that terrorist acts are appropriate and if they are burried in pigskin will prevent them from going to heaven to reap the rewards of commiting terrorism then I say use it against them. If they could have done something of this sort to McVeigh I would have supported it as well. The actual religeon does not concern me, but the fanaticalism of the religeon does. Use it against them if you can, because they are sure as shit going to use it against you and I.
