Text is hard to read, might also need antialiasing but maybe that's just an optical illusion caused by the pic.

Better picture would be if it was simply "Welcome to the Hall of Shame!" at the bottom, and you had a sign hanging up in the picture reading "Spott Macht Fries".

Nice, but the text could use a little glow or stroke, and it just seems empty. And it should be more orange.

A gulag just isn't complete without half-starved prisoners being worked to death by sadistic guards. Where's the barbed wire & electrified fences, and where are the bodies of the prisoners who dropped dead in the Siberian cold? No self-respecting gulag is complete without these features!

You need something more chilling that really shows human suffering. The picture does not inpire fear, it looks like a cheap factory instead of an evil slave camp where prisoners are worked to death. You want something that looks more like this or this where you get more a sense of the death & suffering.

Gulags are where people get sent to get worked to death, it needs to look evil.
