My point remains. WTF would happen if this plan somehow succeeds in getting implemented? Think other places like, say, New Orleans (where as I can see every day Racism is quite alive and kicking!) wouldn't get emboldened by Detroit's stupidity? Worse, if it got implemented and ends up a total disaster, I really don't see any reason why they wouldn't try to spin the damn thing at 90 billion RPM to try to keep it around as long as possible! It's what they do in New Orleans, I don't see much diff between NO and Detroit really, and yes, I've been to both cities.
How could they enforce it? If a white person wants to move into a black neighborhood or vice versa, they cannot prevent them on grounds of race - to do so would be unlawful, and nothing they say can change that.

They probably won't, it'll probably just become "out of place" and that could be nough to keep them "to their own colour" blech.
I dunno, maybe it'll start out by race, but as time goes on, they'll seperate out into those that want to work in society properly and those that don't, rather than race.

So, they want to "help" blacks by seperating them again? If it was any more racist, I'm sure after this, they will ban guns, alcohol, and literacy in this new district, lest they move "out of their place". I live in the Metro Detroit Area. And the politics of the city can be best described as shit stupid in the best of times and gansta-style corruption all the rest. You're essentially right about that. Unfortunately this is what happens when you have a government by the ghetto rats, for the ghetto rats. It's a big self-perpetuating shit hole and unfortunately the black population of Detroit is damn near to blame for all of it.

The problem in Detroit, now, is that the education system went to pot a generation or two ago and today's voter reflects that. This is further compounded with most of the intelligent voters (black, white, or purple) getting bloody hell out whenever they can.
So what's the verdict? Burn it down and start over or try to reform without razing the city first?

Yeah, that's Detroit in a nutshell. Of course it doesn't help that instead of trying to build sucess for itself the black community, and let's be honest about that, has simply settled for attempting to tear down those that have succeeded against the odds. Speaking of which, what exactly is the black population's opinion on being put into a business ghetto in exchange for city tax dollars?
Considering that most of the successful blacks move the hell out, I figure those remaining either don't have a clue, don't give a rat's ass, or actually support it.
Basically the average IQ in Detroit has been in free fall as all the smarter ones move out and those who remain bugger the educational system even more.
Under Archer, there looked like there might have been a marginal chance of turnaround. Kilpatrick might not make the situation actively worse, but that is about the most realistic hope one can have.

I would say that he's definitely making it worse. At the very least all his corruption and cronism is hurting the city. Detroit needs a solid leadership and he's not it.
