According to EU sources, it was installed during the ANH escape, but it wasn't working properly then and so couldn't be used.

Maby the Falcon didnt have the gun that we see in Empire used against the Snowtroopers. He could have put it on after ANH. Maby thats what Chiew and Han were putting together besides patch ups at the beginning of ESB

I contend that Chewie did get a couple of shots off in the docking bay as they escape, but not necessarily with that new gun (since obviously if they didn't have it). Rather than hitting the troops, it damages the walls of the bay, creating smoke and debris to shake up the troops while they make their escape. And these are troops that have the discipline as well as body armor and enhanced vision, unlike Jabba's thugs (with the exception of Boba Fett of course).
