People don't like the word. It has negative overtones in the US. By using it to descibe the warlord use, he ties Bush to outsoucing companies or at least tries to.

I know it has a negative connotation here (I live in the U.S. :-p ), it just sounds like a weird use of it.

War of any kind is bad in their opinion. Even Kerry knows better that to attempt to appease those that far to the left.
