This wouldn't eliminate fraud, but it makes it a lot harder than simply entering in some new data on a computer.
These two alone would go a very long way to ensure a fairer election. We get a notification of voting eligibility a couple of months before the vote, and you are encouraged to have that with you when you go to vote. It's not necessary, but the process is faster if you have it. If you don't, they will check on the computer system that you are where you are supposed to be and if you are eligible to vote. And everyone's ID is checked against driver's license, passport or national ID card. No ID, no vote.
The changes in execution required in the US are not very big, not very sweeping, but the current system favors the two big parties and also protects their vote rigging schemes through a convoluted and opaque process. Durandal has an excellent point on why there is such resistance to change.

The problem with requiring ID is that getting some costs money. If someone doesn't drive and has no passport, should they really have to pay in order to vote?

I don't think that it is unreasonable to ask the small fee for a photo ID (preferably one that is computer-readable so it can be verified that it is legit).

Modern society already requires ID for a lot of things such as opening a bank account, buying a gun, cashing a check, proof of age to buy booze, etc. While having one is not legally required, I can't imagine anyone other than a hermit in the woods not already having one. The cost ($10 here) is minimal anyways.

its´s required to do so in a lot of countries in which running water is standard and without any problems.
I admit that most people could get one fairly easily, but what about the truly poor? Passports etc. don't cost a lot, but it is still a couple of meals, and biometric stuff also isn't going to be cheap.
I just think that anything that is truly compulsary should be provided by the government. Maybe I'm just being silly but imagine if in 50 years time the rulling party decided to increase the cost of accepted ID cards significantly and make them need renewing more often, either to gain revenue or as a kind of poll tax.
